Property Maintenance <br />Chairperson Roberts noted that because it had not rained for a long time, the fields are <br />exceptionally dry, and that plowing and disking generated a lot of dust. <br />A discussion of weed abatement and disking ensued. <br />Commissioner Maas advised that there has been a large pool of standing water at the Jack in the <br />Box drive-through for the past 10-14 days on the fire station property; she was concerned about <br />mosquitoes. <br />Housing Element <br />Commissioner Maas advised that when the Commission had a joint meeting with City Council, <br />they had discussed the legal ramifications if the Housing Element were not upheld because of the <br />deadline. She requested that Wayne Rasmussen advise the Commission what the legal <br />ramifications could be, preferably before the next Housing meeting. She inquired what kind of <br />adjustments could be made to the Housing Element without invalidating it. <br />In response to an inquiry by Commissioner Sullivan, Mr. lserson advised that the Housing <br />Element anticipated certain rezoning to support affordable units. He noted that the ramifications <br />would depend on the Department of Housing and Community Development and how aggressive <br />it was in monitoring communities. He supposed that they were fairly busy and noted that it may <br />-- depend on third-party complaints such as Northern California Homebuilders or other interest <br />groups. He noted that it was important for the City to have comparable acreage for rezoning, <br />which would show the State that the land exists for the housing uses. <br />Commissioner Sullivan advised that it was the City's purpose to build affordable housing. <br />Kolln Hardware <br />Commissioner Fox noted that with Kolln Hardware being forced out of business, the building <br />would be modified. She requested that all external modifications to that building come before <br />the Planning Commission and the City Council rather than being handled just by staff. She <br />noted that it was a very important building in Pleasanton. <br />Mr. Iserson advised that it would not come before City Council unless it was appealed. <br />Ms. Nerland advised that there was a process for exterior design review where a decision could <br />be appealed to City Council.
