_ amount of residential use and that any additional residential use would need the approval of the <br />City and the Hacienda Owners Association, adding that the Association would not support any <br />process for residential project that would reduce the total commercial square footage in the Park. <br />Mr. Swift explained that the current plan for the Park allows a certain amount of commercial, <br />office, and industrial square footage and that commercial development would reduce the total <br />more than office or industrial development because retail use would generate more trips than the <br />other. <br />Commissioner Kameny inquired if any of the residential parcels would come with the Hacienda <br />Business Park assessment bonds? <br />Mr. Swift replied that the Park has 30-year bonds and that the City's policy is to have all <br />assessment bonds paid for residential development before any "for sale" houses are built so no <br />individual owners would have assessment obligations. <br />Commissioner Kameny inquired what kind of legal cooperation the City would need from <br />property owners for any General Plan designation change. <br />Mr. Swift replied the City may change the General Plan designation of any property whether or <br />not the property owner is in agreement, with the exception of those properties governed by a <br />development agreement, in which case both the City and the property owner would have to agree <br />to the change. He stated that this applied only to the South Bay Bemal Property and portions of <br />Hacienda Business Park. <br />THE PUBLIC HEARING WAS OPENED. <br />Scott Trobbe, South Bay Development Company, 1690 Dell Avenue, Campbell, requested the <br />Commission to consider a different use for this 40-acre site than for what it was originally <br />approved and look at the flexibility the property may provide to assist the City in achieving its <br />housing requirements in terms of mixed-use high-density housing, senior housing, and <br />apartments. <br />Lou Astbury, 1375 Hearst Drive, stated that be believed South Pleasanton would not be a <br />potential area for development because it would requires access through existing neighborhoods <br />and would require a lot of grading. He suggested that the City build high-density housing in the <br />areas presented earlier. <br />Allison Brooks, East Bay Community Foundation, 200 Frank Ogawa Plaza, Oakland, stated that <br />she was working with James Paxson, Hacienda Owners Association, on a number of alternatives <br />for Hacienda Business Park and would like to hear the Commission's preferences on what <br />direction they should take. <br />Jon Harvey, 3790 Smallwood Court, requested that there be no development in Kottinger Hills <br />and Lund Ranch. He stated that the South Bay property would be ideal for high-density housing <br />- because it is next to the freeway.
