- that the Planning Commission and the City Council should have the same set of <br />information to reach their decisions. <br />Chairperson Roberts believed that this was an unusual case. <br />Mr. Iserson advised that the City Council did receive the Planning Commission staff <br />reports in their packet and added that not every detail of the Commission report was in <br />the Council staff report. He noted that Council received more of a summary report. <br />Chairperson Roberts recalled a former Commissioner who frequently spoke before the <br />Council who told her that he never addressed the Council on an issue that he had taken a <br />vote on. <br />Commissioner Sullivan noted that he did not agree with that stance and did not believe he <br />should obtain anyone's permission to speak before the City Council. He stated that he <br />would exercise his First Amendment rights; however, he would represent himself as an <br />individual citizen or Commissioner, but not as a spokesperson for the Commission. <br />Commissioner Fox agreed with Commissioner Sullivan's statements and did not wish to <br />be constrained against speaking at a City Council meeting. She stated that she would not <br />represent herself as speaking for the Commission as a whole. <br />_-. February 19 2004 General Plan Undate Meetin¢ <br />Commissioner Maas noted that she felt uncomfortable when Commissioner Sullivan <br />criticized Brian Swift for giving a lengthy presentation of the staff report. She regretted <br />not discussing the issue at that time and wanted it known that she respected him as the <br />Director of Planning. She noted that it was important for the Commissioners to be aware <br />of important items. <br />Commissioner Sullivan noted that it was not his intent to critique the Planning Director, <br />but that he was concerned that the many people in the audience would not be able to <br />speak within the rigidtwo-hour time limit. He noted that Mr. Swift made a good <br />presentation with valuable information, but believed that the presentation should be <br />tailored to accommodate time constraints and to allow public participation. <br />Commissioner Maas noted that may have been an unusual circumstance and could not <br />recall another meeting where a time limit had been imposed. <br />Commissioner Arkin noted that a long staff report was difficult for the public because <br />they wanted to make their comments.
