5. PUBLIC HEARING AND OTHER MATTERS <br />a. Public Input Reeardine the General Plan Update "Community Meetings Summary <br />Report" <br />Wayne Rasmussen, Principal Planner, presented background information on the development of <br />the "Community Meetings Summary Report." He briefly described the process whereby staff <br />consolidated all public input presented at a series of Planning Commission Community Meetings <br />into two categories: "Summary of Most Repeated Comments" and "Composite Summary of <br />Comments." He explained that based on the frequency with which specific comments were <br />made, these were further broken down into "Substantial Comments" and Moderate Comments" <br />for the first category, plus an additional "Limited Comments" and "Single Comments" fox the <br />second. Mr. Rasmussen noted that the comments were tallied and that the manner in which these <br />were summarized did not represent any kind of vote or prioritized order. <br />THE PUBLIC HEARING WAS OPENED. <br />Bob Havemann, 1372 Hearst Drive, stated that he had not noticed any comments regazding <br />changing the Urban Growth Boundazy (UGB) line. <br />Mr. Rasmussen stated that any major change would have to go on the ballot but that minor <br />changes, such as an increase or reduction of the acreage without involving the number of housing <br />units on the fringes of the UGB line, could be changed by the City Council. <br />Mr. Havemann suggested that it would have been useful to the public if staff indicated <br />beforehand what process it would use for the Summary Report, e.g., the frequency with which <br />the comments were repeated. <br />Mr. Rasmussen commented that the frequency of comments were not votes. He clarified that <br />these were simply issues that the community felt should be addressed in the General Plan Update <br />process. <br />Greg Albin, 1327 Hearst Drive, inquired what the best process would be for the public to <br />communicate to the Commission what they felt would be important, such as the UGB and <br />preservation of open space. <br />Commissioner Roberts replied that the Commission would be holding a series of meetings on <br />different issues to which the public is invited to present their comments. She added that notices <br />of these meetings would be publicized in the newspapers as well as on the City's webpage. <br />Mr. Alvin expressed concern regarding development in South Pleasanton. He stated that a lot of <br />Pleasanton residents enjoy walking up the hills and that this open space would be lost if <br />development occurred.
