d. PREV-397, Noushin Murphy. Vincent & Murphy, Inc.
_ Workshop to review and provide comments on a 5,220-square-foot, one-story
commercial building on the existing building pad site located at 3001 Bernal Avenue
facing the southwest corner of Bernal Avenue and Stanley Boulevard, near the
McDonald's Restaurant building. Zoning for the property is PUD-C (Planned Unit
Development-Commercial) District.
Mr. Iserson presented the staff report and described the site plan and building elevations on an
overhead display. He advised that for parking purposes, the building was treated as a general
retail site. Staff suggested that the windows be recessed into the building wall for additional
articulation. He noted that there were a multitude of tower elements in other buildings in the
area and suggested that a different design be considered for this project, such as a circular corner
at the entrance. He advised that the design had not been examined by the peer review architect
and the Commission may decide to recommend that process at the next formal phase of the
project.
Commissioner Fox inquired why the orientation for the entrance to the building faced
McDonald's rather than Stanley Boulevard.
Mr. Iserson replied that staff was mostly concerned about the design of the elevation facing
Stanley Boulevard as well as that facing McDonald's. Normally, amulti-tenant retail building
would be broken up into units, and the entrances would be placed along the length of the
building. He noted that the entrance must be aligned to the tenants' spaces. He noted that staff
_ was very concerned with ensuring that the design of the elevation facing Stanley Boulevard was
of sufficient quality because it would be publicly viewed.
Commissioner Maas inquired whether a creative solution could be found for the parking and
whether the parking could be located in an area other than the front of the building.
Mr. Iserson replied that was a mazketing issue and added that businesses liked to offer
convenient parking spaces to their customers. He added that there were not as many parking
options with this site as with others due to the fact that McDonald's and its parking lot were
already constructed.
In response to an inquiry by Commissioner Arkin, Mr. Iserson replied that the City's rationale of
presenting the pad before the building design was because the area for it was available. He
added that McDonald's had more area on the site than it needed and believed there was sufficient
room for another pad and pazking for both uses. It is not uncommon for a building pad to be
reserved for future design review.
In response to an inquiry by Commissioner Sullivan, Mr. Iserson replied that the uses had not yet
been specified, although the Stanley Business Park PUD was based mainly on the
Service/Commercial Zoning District. He noted that there were not many appropriate retail uses
and that the use would come back to the Commission if a conditional use permit were to be
required. Also, there could be a PUD modification to establish more retail uses at this site, if
desired by the applicant.
PLANNING COMMISSION MINUTES January 28, 2004 Page 6 of 17
