d. PREV-397, Noushin Murphy. Vincent & Murphy, Inc. <br />_ Workshop to review and provide comments on a 5,220-square-foot, one-story <br />commercial building on the existing building pad site located at 3001 Bernal Avenue <br />facing the southwest corner of Bernal Avenue and Stanley Boulevard, near the <br />McDonald's Restaurant building. Zoning for the property is PUD-C (Planned Unit <br />Development-Commercial) District. <br />Mr. Iserson presented the staff report and described the site plan and building elevations on an <br />overhead display. He advised that for parking purposes, the building was treated as a general <br />retail site. Staff suggested that the windows be recessed into the building wall for additional <br />articulation. He noted that there were a multitude of tower elements in other buildings in the <br />area and suggested that a different design be considered for this project, such as a circular corner <br />at the entrance. He advised that the design had not been examined by the peer review architect <br />and the Commission may decide to recommend that process at the next formal phase of the <br />project. <br />Commissioner Fox inquired why the orientation for the entrance to the building faced <br />McDonald's rather than Stanley Boulevard. <br />Mr. Iserson replied that staff was mostly concerned about the design of the elevation facing <br />Stanley Boulevard as well as that facing McDonald's. Normally, amulti-tenant retail building <br />would be broken up into units, and the entrances would be placed along the length of the <br />building. He noted that the entrance must be aligned to the tenants' spaces. He noted that staff <br />_ was very concerned with ensuring that the design of the elevation facing Stanley Boulevard was <br />of sufficient quality because it would be publicly viewed. <br />Commissioner Maas inquired whether a creative solution could be found for the parking and <br />whether the parking could be located in an area other than the front of the building. <br />Mr. Iserson replied that was a mazketing issue and added that businesses liked to offer <br />convenient parking spaces to their customers. He added that there were not as many parking <br />options with this site as with others due to the fact that McDonald's and its parking lot were <br />already constructed. <br />In response to an inquiry by Commissioner Arkin, Mr. Iserson replied that the City's rationale of <br />presenting the pad before the building design was because the area for it was available. He <br />added that McDonald's had more area on the site than it needed and believed there was sufficient <br />room for another pad and pazking for both uses. It is not uncommon for a building pad to be <br />reserved for future design review. <br />In response to an inquiry by Commissioner Sullivan, Mr. Iserson replied that the uses had not yet <br />been specified, although the Stanley Business Park PUD was based mainly on the <br />Service/Commercial Zoning District. He noted that there were not many appropriate retail uses <br />and that the use would come back to the Commission if a conditional use permit were to be <br />required. Also, there could be a PUD modification to establish more retail uses at this site, if <br />desired by the applicant. <br />PLANNING COMMISSION MINUTES January 28, 2004 Page 6 of 17 <br />
