She believed the <br />City had an obligation to the School District to make sure the District understood <br />Council's direction. <br /> <br /> Mr. Brozosky concurred with Ms. Ayala's comments but did not believe the <br />Council should base its land use decisions based on school fees. <br /> <br /> Mayor Pico opened the matter for public comments. <br /> <br /> A1 Bonnett, EAH Senior Vice-President, 2169 E. Francisco Blvd., San Rafael, <br />thanked Mr. Bocian for his summary on the status of this proposed project. He provided <br />background information on EAH and noted that EAH has been around since the late <br />1960's and started developments in Matin County, and has continued to develop ' <br />throughout California and Hawaii. EAH currently owns 5,000 units and is a mission <br />driven organization. EAH has been looking at the Tri-Valley area as a place to focus on, <br />and it has taken awhile to find properties that become competitive for the type of' <br />financing that it brings to the properties. He mentioned that EAH is currently working on <br />a large development in Dublin, and believes it has now found a site in Pleasanton that <br />provides the opportunity, with the seller, at least for the short term, to control the <br />property. If the City would support EAH in this effort, he believed EAH could begin to <br />move forward, together with the City, on the development for this property. He pointed ' <br />out that EAH is concerned about losing its current option on the property. He applauded <br />Council for its warm reception in recognizing the children of this community who were <br />the recipients of the City's Newcett-Caldebery Library Award <br /> <br /> Mayor Pico wanted it made clear that Council could not guarantee participation in <br />this project at this point in time since another City Council would be acting on this <br />matter, with potentially a different makeup and a different majority. <br /> <br /> Mr. Bounett indicated that Mayor Pico's comments had been made clear to EAH. <br /> He pointed out that EAH is looking at the success of being able to develop a competitive <br /> site, which will be made dear to this Council's successors. <br /> <br /> Andy Blauvelt, EAH Project Manager, 5387 Celeste Avenue, Livermore, <br /> provided information on the operations of EAH. He indicated that EAH had been <br /> consistently hearing from Pleasanton residents the need and desire for senior housing. <br /> EAH has been looking at different opportunities in Pleasanton, but its primary focus has <br /> been on affordable senior housing. EAH is in the preliminary stages and will need a site, <br /> financing, and political support from the community to build this project. He believed the <br /> 2.76-acre site to be an excellent location for affordable senior housing as it is dose to the <br /> downtown and would allow the residents to have easy access to amenities within the <br /> community. As EAH was uncertain as to whether it would be able to compete <br /> successfully for the financing that is needed with the funds that are available, EAH met <br /> with staff. During this discussion, EAH was made aware of an existing set of priorities <br /> for potential affordable housing projects, which did not include the 2.76-acre site.
