He asked if this process went to Council for approval or to the Civic Arts Commission or the Parks and Recreation Commission? Ms. MeKeehan noted that the conceptual idea came forward to Council without a piece of artwork or any parameters. It then went to the Civic Arts Commission, who selected a professional to try and select an artist who would prepare the design. Based upon a specific request, the bench was placed in a specific park as the deceased used to walk through that particular park. Mr. Campbell believed Council was drifting into a discussion on the actual Policy for Naming Public Facilities. Mr. Brozosky noted that he originally brought this issue up because the Parks and Recreation Commission is currently working on the City's Policy for Naming Public Facilities, and he was not sure if it made sense to take action at that time to pay tribute to Randy Lum. Based on tonight's discussions, he believed this issue was not the same as naming a facility after someone. Since the Parks and Recreation Commission had not finished with the City's Policy for Naming Public Facilities, he believed the Commission should be asked to address this type of issue so that there is one policy that is complete and addresses everything. He noted exceptions could always be made. Ms. Hosterman appreciated Mr. Brozosky's position and comments.
