area will be switched over to the Bonde Water Zone, which has a water <br />delivery pressure up to 110 psi, thus creating the need to reduce the <br />pressure to a more manageable pressure (60 psi-80 psi) with the <br />installation of two pressure reducing stations. In constructing this switch <br />over with the pressure reducing stations, low water pressure service to <br />this area will be alleviated. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Sealed bids for this project were opened on February 17, 2005. There were a total of nine <br />construction bids, which ranged from $134,333 to $244,900. The engineer's estimate was <br />$130,000. The low bid of $134,333 was received from Pacific Underground Services. All <br />bid documents were found to be in order. Past work performed by said contractor was <br />verified to be satisfactory. <br /> <br />DISCUSSION <br /> <br />The area affected by this project is located at a ground elevation that is between two water <br />pressure zones maintained by the City. Although originally served by the Lower Zone, water <br />pressures at the points of service were marginal, resulting in customer complaints. The next <br />higher pressure zone for water service, the "Bonde Zone" can be obtained at Vineyard <br />Avenue, however, that zone would result in too high a water pressure at the residences. The <br />most economical solution to the low water pressure problem in this area is to tie into the <br />higher pressure zone with the use of pressure reducing stations to moderate the water pressure <br />delivered. <br /> <br />The original scope of work for this project was to install a new high pressure water main line <br />on Vineyard Avenue between Montiveno Drive and Sauterne Way; however, due to the <br />availability of closing and opening specific existing water zone valves on Vineyard Avenue, <br />the need for a water main became unnecessary and the scope of work was modified to install <br />two pressure reducing stations. The original budget of $80,000, however, is insufficient to <br />cover the expenses of the current project and therefore, $82,500 is being requested from the <br />Water Expansion Fund to complete the subject project. <br /> <br />SR:05:078 <br />Page 2 of 3 <br /> <br /> <br />
