responsible bidder in the amount of $2,7'78,900 and provide additional funding in the amount <br />of $900,000 to complete the project, or 3) reject all bids, value engineer the project and <br />redesign the project to reduce the overall construction costs and rebid the project. City <br />Council approved Staff's recommendation to reject all bids, redesign the project using less <br />costly materials, eliminating all nonessential elements of the project, and exploring the use of <br />less labor intensive product installations with the objective to reduce the overall project costs. <br />The attached Amendment to Tetra Tech's design service contract provides for the redesign of <br />the project, bid support to publicly rebid the project, and to provide for construction services <br />which include pump start-up services and electrical inspection services. <br /> <br />DISCUSSION <br /> <br />The Santos Ranch Pump Station Project (CIP No. 991035) includes the reconstruction of three <br />water-booster pumping stations located along Santos Ranch Road westerly of Foothill Road. <br />All three pump stations (the water tanks, pumps, piping and electrical equipment) were <br />constructed in 1964 by the then existing Pleasanton County Township Water District <br />(PTCWD). The District sold bonds in order to generate funds to construct these pump station <br />improvements and the property owners whose properties' benefited by the improvements paid <br />the assessments. In 1972, the PCTWD was dissolved and the City of Pleasanton agreed to <br />assume the obligations of the District. Accordingly, the District's facilities, including the <br />pumps and the waterlines, became the City's. The City has operated, maintained and made <br />minor improvements to each pump station since 1972, including adding the wooden buildings <br />that protect the pump station components in 1988. However, these pump stations are now <br />approximately 40 years old and the vast majority of the pump station components are at the <br />end of their useful life. <br /> <br />There are approximately 300 existing water customers within the area served by the three <br />Santos Ranch Pump Stations. The majority of these customers are in the County of Alameda, <br />with homes located in the Kilkare Woods area just north of the town of Sunol. <br /> <br />In 1997, the City hired a consulting engineering firm specializing in water system facility <br />design to evaluate the existing water facilities constructed by the PTCWD on Santos Ranch <br />Road, along Pleasanton Ridge and Kilkare Road. The facilities include three booster pump <br />stations including six pumps, five water storage tanks, and several miles of water mains <br />ranging in size from 6 to 12 inches in diameter. The majority of the water lines and tanks <br />were also constructed in 1964. The consultant's report recommended the replacement of the <br />pump station piping, electrical equipment, mechanical equipment, portions of the pump station <br />buildings, the recoating of three of the five water tanks and the installation of cathodic <br />protection to the water mains to guard against pipe corrosion. <br /> <br />The City has phased this refurbishment and has completed the recoating of the three water <br />tanks and has completed the installation of the cathodic protection for the existing water mains <br /> <br />SR:05:045 <br />Page 2 of 5 <br /> <br /> <br />
