The additional traffic added to the model in the "Existing Plus Approved" scenario is comprised <br />of both filling vacancies and new development. The model adds traffic from assumed <br />occupancy for these based on each land use's characterization (single-family residential, <br />warehouse, service station, etc.) and trip rate. Table 5 summarizes the added trip-generating <br />uses; it includes filling vacancies as well as new construction, Table 10 contains a listing of <br />projects unbuilt as of 2003 which comprise the "new development" portion of the "Existing Plus <br />Approved" scenario. <br /> <br />The "Existing Plus Approved" model run contains about 14,500 additional morning peak-hour <br />trips and 16,000 additional evening peak-hour trips compared to the "Existing" conditions. <br /> <br />Figures 1-4 show the projected distribution of these new trips onto the City's major streets, both <br />in the morning and afternoon peak-hour periods. Traffic increases in the morning are largest in <br />North Pleasanton and the Bernal Property areas. In the afternoon, increases are seen not only in <br />North Pleasanton and the Bernal Property growth areas, but also on most major City arterials, <br />including the Sunol Boulevard/First Street/Stanley Boulevard corridor, Valley Avenue east of <br />Hopyard Road, Santa Rita Road south of Stoneridge Drive, and Foothill Road. <br /> <br />The land uses listed in Table 5 do not include the latest City approvals (see Table 6). The <br />"Existing Plus Approved" model run is, thus, slightly out of date. Staff does not believe that the <br />most recent approvals would make significant differences to the projected LOS and is <br />comfortable with treating the "Existing Plus Approved" model run as the "base case," <br />recognizing that the recent approvals are not included. These more recent approvals will be <br />incorporated into future land use alternative model runs as they are done. <br /> <br />Note also that the "Existing Plus Approved" scenario does not include the west (Stoneridge) <br />BART station and planned office building. The City has a financing agreement with BART for <br />this project, but there are no "vested" land use approvals. <br /> <br />Circulation System ChanRes <br /> <br />The "Existing Plus Approved" scenario incorporates some changes to the "existing" street <br />system. The changes are generally small in nature. The changes reflect either: <br /> <br /> · Capital Improvement Program (CIP) projects authorized by the Council and fully <br /> funded/under construction; or <br /> <br /> · Improvements required as conditions of"approved" development project approval which <br /> generally do not involve any change relating to traffic issues identified in this Update <br /> process. <br /> <br />SR 05:070 <br />Page 6 <br /> <br /> <br />
