<br />Resolution No. PC-96-86 <br />Page 2 <br /> <br />B. The proposed location ofthe conditional use and the conditions under <br />which it would be operated or maintained will not be detrimental to the <br />public health, safety, or welfare, or materially injurious to the properties or <br />improvements in the vicinity. <br /> <br />The proposed therapeutic massage facility would be contained completely <br />on-site. Sufficient parking and traffic capacity have been provided. <br />Professional massage facilities tend to be quiet and do not subject <br />surrounding uses to heavy traffic, hazardous odors, or other objectionable <br />influences. Other similar uses in the city have not caused any problems. <br />Additionally, massage practitioners must register their businesses with the <br />Pleasanton Police Department. This additional review process helps to <br />identity any potentially significant issues related to the health, safety, or <br />welfare of the general public. The conditions of project approval will <br />ensure that the establishment of this business remain within the standards <br />of all applicable City codes. <br /> <br />C. The proposed conditional use will comply with each ofthe applicable <br />provisions of this chapter. <br /> <br />The site's PUD-C zoning conditionally permits the establishment of <br />massage facilities. In addition, the proposed use complies with all relevant <br />sections of the zoning ordinance. Granting a conditional use permit to the <br />applicants to operate a therapeutic massage facility is consistent with the <br />City's ability to regulate zoning as listed in Municipal Code Section <br />18.124 "Conditional Uses." <br /> <br />WHEREAS, projectsofthis nature are categorically exempt from the requirements ofthe <br />California Environmental Quality Act (CEQA); therefore, no environmental <br />document was prepared for this project. <br /> <br />WHEREAS, the Planning Commission determined that the proposed use, as conditioned, will <br />be compatible with the surrounding uses and neighborhood. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br /> <br />Section 1. <br /> <br />Approves Case UP-96-70, the application of Pam Danforth and Jane Perkins, for a <br />conditional use permit to operate a massage therapy office at 1811 Santa Rita <br />Road, subject to the conditions shown in Exhibit "B," attached hereto and made <br />part of this case by reference. <br /> <br />Section 2. <br /> <br />This resolution shall become effective 15 days after its passage and adoption <br />unless appealed prior to that time. <br />
