<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-96-86 <br /> <br />RESOLUTION APPROVING THE APPLICATION OF PAM DANFORTH AND JANE <br />PERKINS FOR A CONDITIONAL USE PERMIT, AS FILED UNDER CASE <br />UP-96-70 <br /> <br />WHEREAS, Pam Danforth and Jane Perkins have applied for a conditional use permit to <br />operate a massage therapy office at 1811 Santa Rita Road; and <br /> <br />WHEREAS, zoning for the property is Planned Unit Development (PUD) - Commercial (C) <br />District; and <br /> <br />WHEREAS, at their duly noticed public hearing of November 20, 1996, the Planning <br />Commission considered all public testimony, relevant exhibits, and <br />recommendations of the City staff concerning this application; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />A. The proposed location of the conditional use is in accordance with the <br />objectives of the zoning ordinance and the purpose of the district in which <br />the site is located. <br /> <br />Some of the objectives of the zoning ordinance are to: foster a <br />harmonious, convenient, workable relationship among land uses, protect <br />existing land uses from inharmonious influences and harmful intrusions, <br />and to insure that public and private lands ultimately are used for the <br />purposes which are most appropriate and beneficial to the City as a whole. <br />The site ofthe proposed use is located in the Valley Plaza Shopping <br />Center, which permits a variety of commercial and office uses. The uses <br />for the subject building follow those allowed in the City's Office Zoning <br />District. One purpose of the Office Zoning District is to establish and <br />maintain in portions of the city the high standards of site planning, <br />architecture and landscape design sought by many business and <br />professional offices. Another purpose is to protect offices from the noise, <br />disturbance, traffic hazards, safety hazards, and other objectionable <br />influences incidental to certain commercial uses. As proposed, the <br />business will not alter in any way the exterior of the office building so as <br />to detract from its architectural features. In addition, the massage therapy <br />use will not interfere with surrounding uses' ability to operate. The <br />anticipated number of clients will not generate any unusual demands on <br />existing parking for the building or the surrounding properties. As <br />conditioned, the proposed use will be compatible with adjacent office uses <br />located within the building. <br />
