PLANNING COMMISSION CITY OF PLEASANTON

ALAMEDA COUNTY, CALIFORNIA

RESOLUTION NO. PC-96-86

RESOLUTION APPROVING THE APPLICATION OF PAM DANFORTH AND JANE
PERKINS FOR A CONDITIONAL USE PERMIT, AS FILED UNDER CASE
UP-96-70

WHEREAS, Pam Danforth and Jane Perkins have applied for a conditional use permit to
operate a massage therapy office at 1811 Santa Rita Road; and

WHEREAS, zoning for the property is Planned Unit Development (PUD) - Commercial (C)
District; and

WHEREAS, at their duly noticed public hearing of November 20, 1996, the Planning
Commission considered all public testimony, relevant exhibits, and
recommendations of the City staff concerning this application; and

WHEREAS, the Planning Commission made the following findings:

A. The proposed location of the conditional use is in accordance with the
objectives of the zoning ordinance and the purpose of the district in which
the site is located.

Some of the objectives of the zoning ordinance are to: foster a
harmonious, convenient, workable relationship among land uses, protect
existing land uses from inharmonious influences and harmful intrusions,
and to insure that public and private lands ultimately are used for the
purposes which are most appropriate and beneficial to the City as a whole.
The site ofthe proposed use is located in the Valley Plaza Shopping
Center, which permits a variety of commercial and office uses. The uses
for the subject building follow those allowed in the City's Office Zoning
District. One purpose of the Office Zoning District is to establish and
maintain in portions of the city the high standards of site planning,
architecture and landscape design sought by many business and
professional offices. Another purpose is to protect offices from the noise,
disturbance, traffic hazards, safety hazards, and other objectionable
influences incidental to certain commercial uses. As proposed, the
business will not alter in any way the exterior of the office building so as
to detract from its architectural features. In addition, the massage therapy
use will not interfere with surrounding uses' ability to operate. The
anticipated number of clients will not generate any unusual demands on
existing parking for the building or the surrounding properties. As
conditioned, the proposed use will be compatible with adjacent office uses
located within the building.
