The plan is compatible with previously developed properties in the vicin- <br />ity and the natural, topographic features of the site: <br /> <br />The townhomes would be located within an area which includes high density resi- <br />dential development, neighborhood commercial development, and single family <br />homes. The development would maintain the essentially flat topography of the <br />site. No neighborhood opposition to the proposed project has been received as of <br />the writing of this staff report. <br /> <br />4. Grading takes into account environmental characteristics and is designed <br />in keeping with the best engineering practices to avoid erosion, slides, or <br />flooding to have as minimal an effect upon the environment as possible. <br /> <br />The grading would be designed and implemented to City standards. The plan in- <br />volves minimal grading to accommodate drainage, building pads, and the private <br />driveway. The resultant grading will be compatible with surrounding <br />development. <br /> <br />5.. Streets and buildings have been designed and located to complement the <br />natural terrain and landscape: <br /> <br />The proposed project generally includes ample landscaping, both at the street and <br />within the project interior, which will ensure satisfactory integration with the vis- <br />ual environment of the area. The positioning of the buildings along the Santa Rita <br />Road frontage have been varied to promote visual interest. <br /> <br />6. Adequate public safety measures have been incorporated into the design of <br />the plan: <br /> <br />The proposed street and utility design is consistent with City standards, although <br />the internal driveway system would be private. The driveway system provides <br />one point of ingress and egress. However, based on the limit size of the project <br />and traffic which is anticipated, one access point will be adequate. Furthermore, <br />the on-site driveway includes a hammerhead to facilitate Fire Department turn- <br />around requirements. <br /> <br />7. The plan conforms to the purposes of the PUD District: <br /> <br />The subject proposal is consistent with the PUD District purpose of encouraging <br />development of infill parcels. The proposed plan provides an appropriate land use <br />for the subject site, which has historically been designated "High Density Resi- <br />dential" in the City's General Plan. Additionally, the site is somewhat constrained <br />due to its shape, size, and location, and the applicant has created a plan which will <br />be appropriate for the site and the surrounding area. <br />
