Ch'ief of Police may take into consideration (1) the financial responsibility of the applicant; (2) whether or not other persons holding permits under this Ordinance of the class requested by the applicant are renderin~ sufficient and adequate service to the public; and (3) whether or not persons holdin~ permits under this Ordinance of the class requested by the apDli-- cants are earning a fair and reasonable return on the capital investment devoted to such service; and (~) any and all other facts which he may deem pertinent and proper. Section 2.2: RENEWAL OF OWNERrS PERMIT. Every ownerrs permit issued shall expire one (1) year after date of issuance, or renewal, unless the same is renewed for an additional period of one (1) year by the Police Department. Application for such renewal shall be made in conformity with, and shall contain such information as ma.v be required by, rules prescribed by the Chief of Police. Section 2.3: SUSPENSION AND REVOCATION OF 0WNERsS PERMIT TO OPERATE TAXIOABS. The Chief of Police may revoke or suspend any owner re permit to operate a taxicab, and the Chief of Police shall have the power to so suspend or revoke the same for a violation of any of the Drovisions of this Ordinance or any Ordinance relatin~ to traffic or use of streets, or for a failure to pay any judgment for damaMes arising from the unlawful or negligent operation of the taxicab for which the permit was issued, or for conviction of a felony, or for viola~ion of any narcotic law, or any penal law involvinE' moral turpitude. Section 3 .' DRIVER eS PERMIT TO OPERATE A TAXIOAB. It shall be unlawful for ~ny driver to operate any taxicab in the Town of Pleasanton unless there exists a valid permit so to do as herein provided. ApDlication for such drivetee permit shall be made to the Chief of Police, shall be in writin~ and in duplicate, and the ori~inal thereof shall be duly acknowledged before some person lawfully authorized to administer oaths. !~uoh ori~inal shall be forthwith transmitted by the Chief of Police to the City Clerk. Said apDlication shall set forth the name, a~e and address of the applicant, his past experience in operatin~ automobiles, the names and addresses of his employers during the preceding period of three (3) years, whether or not a chauffeur |s license issued to him by the State of California or any state or ~overnmental a~ency has ever been revoked, the name and address Of the owner by whom he is to be amployed as a driver (which said owner shall endorse the said application) and such additional information as the Chief of Police may require. Every driver~s permit issued hereunder shall set forth the name of the owner for which said driver is authorized to operate a public ~axicab ~ and shall be valid only so lon~ as he continues in the employ of such owner. Upon the termination of such e~loyment, the said driver shall forwith surrender his driver ~s permit to the Chief of Police. No such driver ~s permit shall be granted to any person under the a~e of twenty-one (21) years. Such driver ts permit may be denied upon substantial evi- ',dents of facts of either physical or moral deficiencies of ~he applicant which, in the sound discretion of the Chief of Police, would render such applicant no~ ~ com~eeen~ person ~o operate a taxicab. No such driver es permi~ issued hereunder shall be transferable in any event. Section 3.1: SUSPENSION AND REVOCATION OF DRIVERxS PER~iIq. The Chief of Police shall have ~he power to revoke or suspend any driver es permit issued hereunder in the event the holder thereof shall be found ~uilty of a violation of any provisions of this
