Ch'ief of Police may take into consideration (1) the financial <br /> responsibility of the applicant; (2) whether or not other <br /> persons holding permits under this Ordinance of the class <br /> requested by the applicant are renderin~ sufficient and adequate <br /> service to the public; and (3) whether or not persons holdin~ <br /> permits under this Ordinance of the class requested by the apDli-- <br /> cants are earning a fair and reasonable return on the capital <br /> investment devoted to such service; and (~) any and all other <br /> facts which he may deem pertinent and proper. <br /> <br /> Section 2.2: RENEWAL OF OWNERrS PERMIT. Every ownerrs <br /> permit issued shall expire one (1) year after date of issuance, <br /> or renewal, unless the same is renewed for an additional period <br /> of one (1) year by the Police Department. Application for such <br /> renewal shall be made in conformity with, and shall contain such <br /> information as ma.v be required by, rules prescribed by the <br /> Chief of Police. <br /> <br /> Section 2.3: SUSPENSION AND REVOCATION OF 0WNERsS <br /> PERMIT TO OPERATE TAXIOABS. The Chief of Police may revoke or <br /> suspend any owner re permit to operate a taxicab, and the Chief of <br /> Police shall have the power to so suspend or revoke the same <br /> for a violation of any of the Drovisions of this Ordinance or <br /> any Ordinance relatin~ to traffic or use of streets, or for a <br /> failure to pay any judgment for damaMes arising from the unlawful <br /> or negligent operation of the taxicab for which the permit was <br /> issued, or for conviction of a felony, or for viola~ion of any <br /> narcotic law, or any penal law involvinE' moral turpitude. <br /> <br /> Section 3 .' DRIVER eS PERMIT TO OPERATE A TAXIOAB. <br /> It shall be unlawful for ~ny driver to operate any taxicab in the <br /> Town of Pleasanton unless there exists a valid permit so to do as <br /> herein provided. ApDlication for such drivetee permit shall be <br /> made to the Chief of Police, shall be in writin~ and in duplicate, <br /> and the ori~inal thereof shall be duly acknowledged before some <br /> person lawfully authorized to administer oaths. !~uoh ori~inal <br /> shall be forthwith transmitted by the Chief of Police to the <br /> City Clerk. Said apDlication shall set forth the name, a~e and <br /> address of the applicant, his past experience in operatin~ <br /> automobiles, the names and addresses of his employers during the <br /> preceding period of three (3) years, whether or not a chauffeur |s <br /> license issued to him by the State of California or any state or <br /> ~overnmental a~ency has ever been revoked, the name and address <br /> Of the owner by whom he is to be amployed as a driver (which said <br /> owner shall endorse the said application) and such additional <br /> information as the Chief of Police may require. <br /> Every driver~s permit issued hereunder shall set forth <br /> the name of the owner for which said driver is authorized to <br /> operate a public ~axicab ~ and shall be valid only so lon~ <br /> as he continues in the employ of such owner. Upon the termination <br /> of such e~loyment, the said driver shall forwith surrender his <br /> driver ~s permit to the Chief of Police. No such driver ~s permit <br /> shall be granted to any person under the a~e of twenty-one (21) <br /> years. Such driver ts permit may be denied upon substantial evi- <br />',dents of facts of either physical or moral deficiencies of ~he <br />applicant which, in the sound discretion of the Chief of Police, <br />would render such applicant no~ ~ com~eeen~ person ~o operate a <br />taxicab. <br /> No such driver es permi~ issued hereunder shall be <br /> transferable in any event. <br /> <br /> Section 3.1: SUSPENSION AND REVOCATION OF DRIVERxS PER~iIq. <br /> The Chief of Police shall have ~he power to revoke or suspend any <br /> driver es permit issued hereunder in the event the holder thereof <br /> shall be found ~uilty of a violation of any provisions of this <br /> <br /> <br />
