Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The City has determined that there is a need to renovate the Veterans Memorial Building. In <br />December 2000, a consultant services contract to complete a renovation plan for the facility was <br />approved by the City Council. The goal of the project was to develop a Master Plan in <br />cooperation with a citizen task force to serve as the basis for improvements and upgrades to the <br />building while maintaining its historical significance and appearance. <br /> <br />On April 10, 2003, the Parks and Recreation Commission accepted the Master Plan and <br />forwarded it on to the City Council for approval. On July 15, 2003, the City Council approved <br />the Veterans Memorial Building Master Plan (CIP 997041). <br /> <br />In March 2004, the City Council approved a consultant services contract with Noll & Tam <br />Architects to complete a comprehensive structural analysis of the facility and prepare actual <br />construction documents for bidding. <br /> <br />The architects and Parks and Community Services staff have worked with the Veterans groups, <br />the Pleasanton Downtown Association (PDA), and other City staff to produce the plans for the <br />renovation. There is consensus on the proposed renovation and design of the Veterans <br />Memorial Building with the exception of whether a public restroom should be included at the <br />exterior of the facility. <br /> <br />PROJECT DESCRIPTION <br /> <br />The proposed plan for the Veterans Memorial Building preserves the building's exterior <br />appearance and restores its significant interior features, including historic finishes wherever <br />possible. It proposes to make the facility safe and building code-compliant, while upgrading all <br />building systems for program needs, energy efficiency and cost effectiveness. To seismically <br />strengthen the building, the main roof would be replaced using existing tiles. Lighting upgrades <br />throughout the facility are proposed to enhance use and ambiance, and a fire protection and <br />security system would be installed. Air conditioning and heating systems to improve comfort <br />would be included without impacting the historical integrity of the facility. <br /> <br />All entrances would be accessible to the disabled, with ramps enabling direct access and <br />loading/unloading into the building entrance on Main Street, the Veterans rooms and kitchen on <br />the south side (Old Bemal Avenue), and the rear garden off the Main Hall. <br /> <br />In the undeveloped space at the northwest comer of the building, a landscaped courtyard with <br />access from the rear lobby is proposed. This area could be utilized for weddings, memorials, <br />Veteran's ceremonies, and community gatherings.
