the realigned Vineyard Avenue, infrastructure improvements for the School <br /> Loop Road, and construction support services, including a management fee. <br /> <br /> During the course of construction, there have been project revisions due to <br /> changed conditions encountered in the field, due to improvements at the Katz <br /> Winery, and due to work added that was originally deferred pending the start of <br /> residential construction. These revisions have resulted in an increase of just <br /> under one million dollars above the original amount to be reimbursed to <br /> Greenbriar ($6.6M). The additional work completed in this phase of <br /> construction, as well as revisions due to changed conditions, were anticipated <br /> by the Specific Plan infrastructure cost estimates and therefore can be covered <br /> by Specific Plan fees collected. Revisions necessary due to changed conditions <br /> in the field were covered by a contingency amount included in the original cost <br /> estimates. No additional General Fund money will be necessary to complete <br /> this additional work. <br /> <br /> Staff recommends an appropriation of $770,000 from the Vineyard Corridor <br /> Specific Plan Fee account be used to reimburse Greenbriar Homes for this <br /> phase of roadway improvements; the remainder will come from existing <br /> funding sources. It is anticipated that the Specific Plan Fee Account will be <br /> reimbursed at a later time by the developer of Katz Winery and by PG&E for <br /> work included or added to the Vineyard Corridor infrastructure project. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The realignment of Vineyard Avenue, from the Ruby Hill Fire Station to Pietronave Lane was <br />established conceptually in the Vineyard Avenue Corridor Specific Plan, adopted by the City <br />Council in 1999. The realignment shifted the roadway northerly towards the Arroyo del Valle, <br />eliminating substandard curves that occurred along the then existing roadway alignment, and <br />provides for the future development of intervening properties. <br /> <br />This realignment of Vineyard Avenue and construction of other necessary core infrastructure, <br />such as water and sewer lines, provide for the development of properties included within the 384 <br />acre Vineyard Corridor Specific Plan area. The initial phase of construction included roadway <br />improvements for a realigned Vineyard Avenue between the Ruby Hill Fire Station and <br />Pietronave Lane, in addition to the loop road surrounding the school site, and storm drainage <br />improvements, including two storm water detention ponds. Some of the Specific Plan core <br />infrastructure had already been constructed with earlier developments, such as infrastructure <br />constructed with the Vista Diablo subdivision and the S-curve realignment constructed by <br />Signature Properties. <br /> <br />SR 05:053 <br />Page 2 of 6 <br /> <br /> <br />
