<br />The third plan would reduce the number of trips on Mohr and Kamp, and would reduce the number <br />of trips on Kolln, and none of the residential collector streets would exceed the maximum General <br />Plan capacities. <br /> <br />. <br /> <br />It was found that the use of Kolin by cut-through traffic occurs in the peak afternoon hours, and this <br />is expected to increase with the project development. <br /> <br />Staff has concern with the third plan's exit/entrance onto Valley Avenue because of the high rate of <br />speed on Valley and the close proximity to the Busch intersection. Staff has suggested a realignment <br />of Busch Road opposite Boulder. The applicants have expressed a willingness to pursue this <br />suggestion. However, Kaiser has expressed concern regarding the street realignment. In general, <br />the traffic report found the General Plan standards have been met. <br /> <br />Regarding the school issues, it is still unclear where the School District will place the attendance <br />boundaries for Alisal and Mohr elementary schools. However, the School District has a policy of <br />open emollment allowing students to attend the school of their choice. The School District stated <br />there is sufficient school capacity to accommodate the children in this neighborhood. <br /> <br />Staff believes the applicant has produced a high quality, neo-traditional plan and has followed the <br />General Plan. Street connections, traffic distributions, and potential traffic impacts are major <br />concerns of the existing neighborhoods. There are two thoughts on the traffic distribution among <br />the neighbors: those who want traffic access limited to the south and those who want traffic access <br />from both the north and the south of the project. Because of these umesolved issues, staff is not <br />recommending the Commission make a decision at this time. <br /> <br />. Commissioner Lutz questioned the validity of the traffic figures for Kolin Street in the staff report <br />in that Kolin Street will continue to have 2,700 trips per day when Santa Rita will increase from <br />30,000 to 50,000 trips per day. Bill Van Gelder, City Traffic Engineer, addressed this question. <br />He stated there is a very low percentage of actual cut -through traffic from Santa Rita Road to Valley <br />Avenue; he also agreed there is some question regarding the numbers not showing an increase of <br />traffic on Kolin Street. <br /> <br />Chair Barker inquired if a School District representative was asked to attend. Mr. Brian Swift met <br />with the School District and was advised their letter to the Commission summarizes their position. <br />They will not make a decision on school boundaries until Spring 1997. They do not wish to have <br />their school boundaries playa role in the layout of City streets. <br /> <br />In response to Chair Barker's question of street sizes in Pleasanton Valley, Mr. Swift advised that <br />Blackbird is 40 feet wide, non-collector streets are 36 feet, and cul-de-sacs are 32 feet wide. Some <br />other city streets have recently been reconfigured to the 32 foot width. <br /> <br />In response to Commissioner Cooper, Mr, Swift advised that the School District has been aware of <br />the zoning densities on proposed areas for development.
