Inc. <br /> <br />Application fOf PUD design feview approval for an approximately 382,000 square foot, four. <br />story, office complex located at 4460, 4480 Hacienda Drive. Zoning for the property is PUD <br />(Planned Unit Development) -I/C-O (Industrial/Commercial-Office) District. <br /> <br />. <br /> <br />Mr. Greg Plucker presented the staff report on the application for a PUD design review approval to <br />allow the construction of a four-story office building complex totaling 382,000 sq. ft. on 17.54 acres <br />of land in the Hacienda Park located northeast of Hacienda Drive/Gibraltar Drive/Hopyard <br />Road/Coronado Lane. The subject parcel is one of two parcels formed with the consolidation of <br />eight smaller lots earlier this year. <br /> <br />The proposed buildings are arranged in a triangular configuration around a central courtyard. A <br />model of the project was presented for the Commission's review. The building is contemporary in <br />design with panelized prefinished aluminum skin in an adobe color with spandrel glass elements. <br />The project meets or exceeds all of the Hacienda Design Guidelines with the exception of the total <br />number of parking spaces. <br /> <br />The proposed project is designed with 1,217 parking spaces, which is 56 parking spaces fewer than <br />required by the Hacienda Design Guidelines. The Guidelines do allow a project to deviate from the <br />parking requirements based on individual analysis. An analysis made by PeopleSoft indicates that, <br />based on their 1994 transportation survey, a total of 1,210 parking spaces would be needed. Staff <br />feels this is conservative because the analysis did not take into account the percentage of employees <br />on sick leave, vacation, and/or travel on any given day. Staff also noted that if the square footage <br />devoted to cafeteria and workout areas is deleted from the parking calculation, the application is <br />deficient by only 34 parking spaces. Staff is confident the proposed amount of parking will meet <br />the actual parking demands of the user. <br /> <br />. <br /> <br />Staff feels the applicants have done a good job in designing the facility, and it will be an attractive <br />addition to Hacienda Business Park. This project has been discussed and evaluated in a number of <br />meetings with the applicant's architects, staff, and the City's consulting architect, Larry Cannon. <br />The discussions focused on the long expanse of building walls along the east elevation as well as the <br />material selections for the pop-outs. The applicants have added an exterior staircase on the east side. <br />The courtyard and volleyball court will break up this elevation into an acceptable design. Mr. <br />Cannon suggested a richer, more solid type of material than the stucco material selected by the <br />applicants. The applicants have explored this suggestion, but given the potential time delays in <br />construction and the added cost, they believe they are unable to accommodate this design change. <br />Staff feels the color differentiation is the most important element when viewed from off-site. The <br />distinctive window elements add an acceptable visual enhancement to the project. <br /> <br />The Hacienda Owners Association has reviewed the proposed signage and has granted three <br />deviations to the sign guidelines, These deviations are the size of the PeopleSoft logo, the total <br />number of signs allowed, and the size of the PeopleSoft sign copy, Staff feels the most significant <br />deviation is the size of the logo. By the Hacienda Design Guidelines, signs are to be no more than <br />40 inches in height. The proposed PeopleSoft logo is eleven feet in height, Staff is reserving <br />judgment on this deviation until a comprehensive sign program is submitted. This will be reviewed <br />before issuing building permits.
