<br />. <br /> <br />Staff looked at the soundwall facing Stoneridge Drive. One-half of the project facing Stoneridge <br />Drive would have a masonry soundwalI; the rest of the project has a frontage road bordered by <br />the Stoneridge Drive landscape strip. In this location, the applicant proposes an open wrought <br />iron fence. Mr. Iserson then described the landscaping proposed along Stoneridge and the <br />soundwall. Staff feels the landscaping is well designed and succeeds in breaking up the <br />soundwalI where appropriate. <br /> <br />The site configuration is that of a motor-court project. Each unit is located on its own lot <br />accessed by either a private street or motor court. <br /> <br />The required ISO-foot access for the Fire Department is not being met below Dennis Drive next <br />to Kaiser Sand and Gravel and the elementary school. The applicant and staff are continuing <br />to work on a redesign of this area. This area redesign will be reviewed by the Commission at <br />the time of the tentative map approval. <br /> <br />Guest parking will be accommodated in the full-length driveways, in the guest parking spaces, <br />and on Dennis Drive. The applicant proposes to use decorative paving on the driveway aprons <br />in the motor courts. Staff suggests that decorative paving be used throughout the motor court <br />area. This matter is of concern to the applicant. This is not a condition of the staff report; <br />however, staff encourages the Commission to add this condition in their approval. <br /> <br />In the future, it is anticipated that the quarries will be developed into a chain of lakes for a <br />regional recreation area. The applicant has installed a private street along the Kaiser property, <br />. which staff feels is a good design solution to provide access, maintenance, and visibility. <br /> <br />Staff proposes that a five-foot landscape strip be provided between the curb and the fence along <br />the Kaiser property, and this can be done by narrowing some of the private streets from 32 feet <br />to 28 feet in width. This will still provide two-way traffic and parking on one side. This is the <br />City standard for private streets. <br /> <br />Staff feels there is adequate parking in the project. Staff is also supportive of one model having <br />a tandem garage to reduce the number of double garage doors facing the streets. Staff has not <br />received any negative comments from any of the neighbors. Staff feels the project is well <br />designed, attractive, and well landscaped. Therefore, staff recommends approval of the PUD <br />modification to the City Council, subject to the conditions of approval. <br /> <br />Commissioner Cooper inquired if it is standard for other developments to require garage parking <br />and keeping the garbage cans in the garage. Mr. Iserson commented that staff has asked the <br />homeowners associations of other motor-court developments to require in-garage parking because <br />parking is at a premium.
