<br />. <br /> <br />. <br /> <br />. <br /> <br />Resolution No. PC 96.85 was entered making the PUD findings and adopting a resolution <br />recommending approval of Case PUD-91-11-1M to the City Council, as motioned. <br /> <br />7. MATTERS INITIATED BY COMMISSION MEMBERS <br /> <br />The Commission requested staff to agendize the Finn private street/gate matter. <br /> <br />Commissioner Wright had questions of staff regarding Case Z-96-162 and the discharge of wash <br />water under the driplines of the trees. <br /> <br />Commissioner Cooper advised that currently there is an issue of the modular buildings that are <br />being placed on school property. He inquired if the Commission would be interested in <br />proposing a friendly joint meeting with the School Board to mitigate neighbors' concerns. <br />Commissioner Wright feels this idea would be counter-productive. Mr. Beougher thought the <br />City Council member who is the liaison to the School Board would be better choice to interact <br />with the School District. Chair Barker feels it would be a proactive move to help with the <br />design review. Commissioner Wright commented that the Planning Commission has no <br />authority for design review with the school district. The general sense is that it would not be <br />productive to try and meet with the School Board. <br /> <br />Chair Barker feels there should be a Design Review Commission and asked how this new <br />commission could be brought forward and developed. Commissioner Wright advised that there <br />used to be such a commission, but conflicts of interest arose with the people on the design <br />review commission. He feels staff has been doing a great job with respect to design review <br />applications. General discussion ensued regarding the topic of conflict of interest. <br /> <br />The topic of streets with only one sidewalk was brought forward. Staff noted that this is more <br />common in hillside developments and on private streets. Staff supports the use of sidewalks <br />wherever feasible. <br /> <br />Commissioner Cooper thanked Chris Boykin for looking into his concern with the odor coming <br />from Huls on Sunol Blvd. <br /> <br />Commissioner Dove advised that the new fencing installed at their mobile home park has <br />substantially reduced noise levels. The cost was one-sixth the cost of a masonry wall. He also <br />noted that there is a continuous yard sale at First Street and Neal Street. Staff noted there is no <br />limit to the number of yard sales a person may have. Commissioner Dove also commented that <br />he feels the Commission was too accommodating to placate one resident on the previously <br />approved Montgomery application.
