.

.

.

to smallest.

Angelina Summers, 4750 Sutter Gate Avenue, stated she would like the zoning to remain as it
presently is; she agrees with staff recommendation that each parcel should be reviewed on a case-by-

case basis. There is a need for hotels with meeting rooms and services for the public, however, she
would like to have the available sites to remain open for future businesses rather than to convert it
all to hotel-motel use.

PUBLIC HEARING WAS CLOSED

Commissioner Wright stated he concurs with Mr. Sweeney, and feels the Commission can review
the applications on a case-by-case basis even with the modification. Commissioner Wright clarified
that this modification will not restrict the use to only hotel use; the change only adds an additional
use to the list of available uses on the sites. Further, the reality is that there are no convention hotels
looking to locate here, and he understands that public funds would have to be used to attract such
a project. He cannot support staff's recommendation and will support approval of this application

Commissioner Dove commented that lots would become less attractive with the more competition
from other hotels; he agrees with Commissioner Wright to let the marketplace take care of itself to
look for an attractive hotel site within Hacienda Business Park.

Chair Barker advised the residents of the Business Park are having a homeowners meeting at the
same time as this meeting; she thinks it would be beneficial to have a resident meeting to get their
input on whether a hotel would be a good neighbor before this use is included in the zoning.

Commissioner McGuirk agrees with the applicant to at least have the zoning to be able to present
to potential developers. He feels Pleasanton has a need for more hotel space. It is up to Hacienda
to provide hotel room space for the businesses in the park. We may be waiting for a convention
hotel that may not happen for another ten years, and there is a critical need now for hotel space.
He will support the application.

Commissioner Lutz has trouble with the idea of limiting development by waiting on a conceptualized
task force. He is fearful hotels will then locate in either Livermore or San Ramon. He does not
support staff's recommendation and will support approval of this application. The approval of this
modification will not stop the citizens committee to look at the land uses adjacent to the BART
station.

Commissioner Wright advised that as to the input of the residents in the business park, the land uses
were there before the residential use was approved. He agrees that a task force should be approved
to study the area adjacent to BART, but this application should not be held up waiting for it.

Commissioner Wright motioned, seconded by Commi~ioner McGuirk, making the [mdings for
the proposed ~or modification to the PUD Development Plan and to approve Case PUD-81-
30-35M and Case PUD-85-8-16M to the City Council, subject to the conditions listed in
Exhibit B.

ROLL CALL VOTE

Planning Commission Minutes

Page 4

October 9, 1996
