Janet Wenig, 2803 EI Capitan Drive, stated she supports and agrees with all the comments made by <br />the previous speakers. <br /> <br />Mr. Pickett commented he would ask the City to approve the land use as original1y drafted and table <br />the campsite issue until the Homeowners Association can review the application. <br /> <br />Mr. Anderson rebutted the opposing comments. The citizens task force was an East Bay Regional <br />Park District Task Force, focusing on the Park District's regional plan for camping. The task force <br />felt Shadow Cliffs would be a reasonable area to have camping facilities. The maximum number of <br />250 persons seems unrealistic, they have not had such concentrations at other parks. Mr. Anderson <br />feels containing people to the campsite area is manageable. Responding to the current problems with <br />juveniles, Mr. Anderson feels that having the campers and campground host on site may, in fact, <br />deter juvenile delinquency activities in the arroyo. <br /> <br />Further, the RV community are typically older citizens traveling around the country or foreigners <br />renting RVS for travel. The 14 day stay is standard for their parks. The respective police <br />departments have come to an agreement; therefore, this is no longer a problem. <br /> <br />The City notification system was not within the East Bay Regional Park District's control. The <br />bridge does not provide any more access across the arroyo than simply walking across the arroyo <br />on foot; however, it does provide emergency access and fire control access which would be a benefit <br />to the residents. <br /> <br />. <br /> <br />Chair Barker inquired what time frame they would like to start construction. Mr. Anderson stated <br />they would like to begin as soon as possible in the spring. <br /> <br />In response to Commissioner Cooper, Mr. Anderson advised that the EBRPD helicopter does not <br />fly at night so it would, therefore, not be available for nighttime security response. <br /> <br />Chair Barker inquired about possible noise problems (i.e., RV generators). Mr. Anderson stated that <br />each site has electrical hook-ups, eliminating the need to run generators. The campground host is also <br />responsible for keeping noise under control. <br /> <br />In response to Chair Barker, Mr. Anderson noted that their other two parks with RV camping are <br />not in any way similar to Shadow Cliffs. They are in more open space areas. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Wright stated he was disappointed with the notification process, feeling the <br />neighborhood was not given ample opportunity to provide their input. However, because it is a <br />conditiOnal use permit with the attached conditions in the application, he feels the neighborhood <br />concerns have been addressed. Any problems could be directed to the City and any non-compliance <br />could cause the revocation of the use permit.
