<br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Mr. Goldsworthy advised the applicants are willing to comply with staff request to continue brick <br />banding around to the rear of the building. The applicants feel the brick is not an appropriate use <br />on a cantilevered area. <br /> <br />Mr. Goldsworthy br~efly d~scussed the upfront costs associated with the development of this project. <br />He anticipates construction could begin by the end of 1996 with completion sometime around April <br />1997. Growth management is another issue to be addressed with the start of this project. They will <br />request growth management on three units. <br /> <br />Commissioner McGuirk inquired about the rental price of the apartments. Mr. Goldsworthy did not <br />know of the rental price, but he feels the market is rather strong. <br /> <br />Commissioner Cooper inquired about possible noise impacts to the upstairs apartments from a <br />restaurant use. Mr. Goldsworthy stated an SCT rating of 50 or better must be maintained, although <br />he does not anticipate a heavy restaurant use. <br /> <br />Chairwoman Barker inquired about the recessed brick pattern. Mr. Goldsworthy described this <br />feature, noting that they don't think it appropriate to have such detailing seventeen feet high <br />cantilevered five feet off the building on the rear elevation. He also stated the applicants will change <br />the tower tile elements to brick work. <br /> <br />In response to Commissioner Cooper, Mr. Goldsworthy advised that all tenant spaces and apartments <br />will be centrally air conditioned and heated. <br /> <br />Commissioner McGuirk inquired about the brick columns on the front elevation that staff wanted to <br />minimize. The applicants are willing to work with staff. <br /> <br />Gary Schwagerlie, 189 West Angela Street, has a concern about the apartments and feels that the one <br />bedroom apartments will utilize two parking spaces. He feels the project lacks adequate parking. <br />He is upset about the lack of City parking and that suitable lots are being sold for other uses. The <br />speaker supports the second floor to be office uses in order to allow the parking to be used by area <br />restaurants in the evening. A residential use will not allow the parking area to be available to the <br />evening restaurant use. <br /> <br />Mr. Iserson advised that there were no plans to purchase the Rathbone property; Mr. Higdon stated <br />the City plans to develop a temporary parking lot on the former railroad right-of-way. <br /> <br />Chairwoman Barker asked Larry Cannon, City architectural consultant, to address the Commission. <br />He discussed the wrought iron planters; he had not thought about the fact that they would have to <br />swing out of the way for fire egress accessibility. Chairwoman Barker is in favor of the wrought <br />iron planters. <br /> <br />Commissioner McGuirk inquired how the windows will open and how much control will there be <br />to control the curtain colors. Mr. Goldsworthy stated the Code requires fire escape out of every <br />bedroom of a certain size. The windows are double-hung, opening from the bottom. Mr. Cannon <br />feels that the rental units will be provided with a window covering.
