<br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Mr. Goldsworthy, in closing comments, feels the goal of the Revitalization Plan is to encourage <br />downtown residential use and that is why they were given the relief on the parking of one space to <br />a one bedroom unit. He is still not in agreement with the planters on the windows. <br /> <br />PUIlUC ImAIUN'C WAS CLOSED <br /> <br />Commissioner Dove suggested a condition that there be no employee parking in the rear parking lot <br />and that there be a single space provided for each tenant. He asked if the in-lieu fees could be used <br />for parking at the railroad right-of-way. Staff feels this would be acceptable. Commissioner Dove <br />would rather see decorative grille work instead of planter boxes. With regard to the relocation of <br />the trash location, he advised he would remove his request for trash relocation unless there is a large <br />restaurant use in the building. <br /> <br />Commissioner Lutz feels the project is good looking and is a good use of the old gas station site. <br />He agrees that the project is under-parked and hopes the expansion into the BofA parking lot will <br />mitigate the problem. He is hopeful this will bring more people to the downtown. <br /> <br />Commissioner Cooper stated he is in support of the application, however, he is concerned about the <br />odors of the trash enclosure next to the building. He inquired if the trash could be vented away from <br />the apartments. He is in favor of the residential use on Main Street and hopes the parking lot <br />negotiations are finalized. He is not in favor of the wrought iron planters. <br /> <br />Commissioner McGuirk also feels the wrought iron planters will become a messy nuisance. He <br />would like to see the storefronts designed differently from each other. He also is in favor of the City <br />negotiating with the Bank of America because he believes parking will become an issue in the future. <br />The trash enclosure is acceptable where it is, although he would like to see it vented to the top roof. <br />Regarding the rear elevation brick design, he is willing to agree to staff's decision. He noted that <br />the West Angela and left elevations do not have brick pattern on the cantilevered sections, and <br />suggested this be added to maintain continuity. <br /> <br />Chairwoman Barker would want the parking issue reviewed if a restaurant becomes a tenant; she <br />would also like the in-lieu fee increased to accommodate a possible restaurant use. The City would <br />then be more able to purchase vacant lots for public parking. Chairwoman Barker supports the <br />wrought iron planter boxes as well as restricting employees using the rear parking lot. Continued <br />discussion ensued regarding the calculation of the required number of parking spaces if a full-service <br />restaurant becomes a tenant and that the City Council would be responsible for assigning the in-lieu <br />fees. How to condition the application if a full-service restaurant was a tenant was discussed at <br />great length. <br /> <br />Commissioner Dove motioned, seconded by Commissioner Lutz, finding the project would not <br />have a significant effect on the environment, finding that the project would have a De Minimis <br />impact on the site's wildlife, and approving the draft Negative Declaration prepared for the <br /> <br />project. <br /> <br />Plaoning Commission Minutes <br /> <br />Page 11 <br /> <br />September 11, 1996 <br />
