<br />. <br /> <br />. <br /> <br /> <br />. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Cooper, Dove, Lutz, McGuirk and Chairwoman Barker <br />None <br /> <br />Commissioner Wright <br />None <br /> <br />Resolution No. PC 96-68 was entered approving the draft Negative Declaration and finding the <br />project has a De Minimis impact on the site's wildlife, as motioned. <br /> <br />Commissioner Dove motioned, seconded by Commissioner Lutz, making the variance findings <br />as listed in the staff report, and approving Case V-96-13. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Cooper, Dove, Lutz, McGuirk and Chairwoman Barker <br />None <br />Commissioner Wright <br />None <br /> <br />Resolution No. PC 96-69 was entered making the variance findings and approving Case <br />V-96-13, as motioned. <br /> <br />Commissioner Dove motioned to approve Case Z-96-125 , subject to the conditions listed in <br />Exhibit B, with the following modifications: <br /> <br />Condition 86: revised seating arrangement for outdoor dining. <br />Condition 87: prohibit employee parking in the rear lot. <br />Modify Condition 8a to decorative grille work only with no provision for planters. <br /> <br />Chairwoman Barker offered a friendly amendment to the above motion to add a condition that the <br />parking be calculated more realistically to include a restaurant use, that the in-lieu fees be calculated <br />with a restaurant use, and the trash enclosure be reviewed if a large restaurant becomes a tenant. <br /> <br />Mr. Iserson advised that to comply with the Code, computing the parking with a restaurant use <br />should be applied to the first users, however, a review of the trash enclosure could be done at the <br />time a large restaurant becomes a tenant. <br /> <br />Commissioner Dove did not accept this friendly amendment to his motion. He suggested this be a <br />separate recommendation. <br /> <br />Commissioner Cooper cannot support the motion as stated. He would want the parking recalculated <br />at this time, adding two more parking spaces to the in-lieu fee. <br /> <br />Discussion ensued regarding the Commission deAling with the parking on a case-by-case basis and <br />whether staff should rewrite the parking ordinance. <br /> <br />Planning Commission Minutes <br /> <br />Page 12 <br /> <br />September 11, 1996 <br />
