MATTERS INITIATED BY COMMISSION MEMBERS

Commissioner Wright inquired if there were plans to repair any streets in Vintage Hills due to
complaints he had received. Mr. Higdon described the City's procedure to rate the streets and
determine which are in need of repair. Terri Czapinski advised Mr. Higdon that the recent sewer
work on Inglewood near Hopyard has caused a sunken area in the street.

Commissioner Cooper inquired if there is anything the Planning Commission could do to bring the
business owners to task who sell tobacco products to minors. Discussion ensued, however, it was
determined that there are no land use penalties to such business owners.

Commissioner Dove expressed his thoughts that it is inappropriate to negotiate with an applicant to
help provide parks and/or soccer fields. Mr. Iserson stated the City could not condition an applicant
to allow their land to be used for soccer fields. Considerable discussion continued on this topic.

Commissioner McGuirk advised of the traffic gridlock situation that occurs at the gas station at Main
Street and St. Mary Street.

Commissioner Barker brought up the subject of obscene pictures on T-shirts. Me. Beougher advised
that is part of free speech and free press.

Commissioner Wright advised staff that there is now a second resident on his street that is parking
a boat out on the street without moving it every 72 hours. Mr. Beougher advised that this is a
comp1aint-driven situation.

Chairman Lutz wanted to note that the South Livermore Land Trust has purchased easements on
Concannon Winery. This is the first major acquisition made by the Land Trust.

Planning Commission Minutes

Page 7

July 24, 1996
