(Med.i\lm Density \\.es\llen\h\) 1}\strict anil l'lID development plan <br />approval for eleven clustered, single-family detached units on an approximately 1.66-acre lot <br />located at 4110 Del Valle Parkway. The proposal also includes construction of an 8'0" wide, <br />paved bicycle/pedestrian trail located in the Arroyo Del Valle from the Union Pacific Railroad <br />bridge to the existing trail-head located east of Main Street near Vervais Drive. The Planning <br />Commission will also consider the Negative Declaration prepared for the project. <br /> <br />Mr. Pavan presented the staff report on the request to rezone the subject property at 4110 Del Valle <br />Parkway, from A (Agriculture) District to the PUD (Planned Unit Development) _ MDR (Medium <br />Density Residential) District and PUD Development Plan approval for 11 clustered, single-family <br />detached homes on an approximately 1.66 acre site. <br /> <br />This project has several land use issues: conformance to the General Plan densities, sufficient amount <br />of amenities to offset the higher density, and the applicant's offer to complete the bicycle/pedestrian <br />trail through the arroyo froin the Union Pacific railroad bridge to connect with existing trail-head <br />near Vervais Drive. Staff is satisfied this public amenity is adequate to allow the density of the <br />project. <br /> <br />Mr. Pavan advised the site is impacted by the noise of the Union Pacific railroad. To mitigate this <br />impact, the developer will be adding many upgrades to the project to mitigate the noise inside the <br />residences. The alternative if these measures were not included would be a 16 ft. soundwall. <br /> <br />A third issue is the adjacent Arroyo Del Valle. The project will keep the arroyo open and will locate <br />a private street along the top of the arroyo. The developer was required to demonstrate to Zone 7 <br />that the banks would be stable; they will be installing some concrete reinforcement sections and rip- <br />rap. Grass will be planted on top of the rip-rap. With these conditions, Zone 7 will accept <br />dedication of this portion of the Arroyo Del Valle. <br /> <br />Staff feels the design is very nicely done and is very attractive. Me. Pavan advised that the project <br />will have a two-color painting scheme, however, staff would like to add a condition that they be able <br />to examine the colors again for final determination. <br /> <br />The developer will install a seven foot masonry wall between the development and the adjacent single <br />family residence. This is satisfactory to the adjacent property owners. <br /> <br />In view of the overall project, staff recommends approval of Case PUD-96-9, subject to the <br />conditions of approval, and with the additional condition that the colors will be submitted for final <br />review. <br /> <br />Commissioner Wright inquired if the covering and re-vegetation has been proven effective against <br />high water erosion.
