. Planning Commission Minutes

Page 8

June 26, 1996

ROLL CALL VOTE

.

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Barker, Cooper, Wright and Chairman Ll.ltzi
None
Commissioner McGuirk
None

Resolution No. PC 96-47 was entered recommending approval of Case RZ-96-01 to the City
Council, as motioned.

I. Determination that the Citv ourchase of an aooroximatelv 35.000 souare foot site
for a orooosed fire station located between Del Valle Parkwav and the Arrovo Del
Valle annroximatelv 250 feet westerlv of Bernal Avenue for Fire Station No.4 is in
conformance with the General Plan. The current zoninl!: for the orooosed vacant
site is PUD (Planned Unit DeveloomenO - C (Commercial) District.

Mr. Swift presented the staff report from the City of Pleasanton to purchase ,a site for a fourth
fire station. This will provide satisfactory response time to the Vintage Hills, Kottinger Ranch,
and the area north of Stanley Blvd. toward the dump and gravel quarry. Fire Station No.1 is
planned to be relocated to the San Francisco Water Department property/vicinity. The City has
negotiated an agreement with Me. Auf der Maur to locate the fire station on his property at Del
Valle Parkway just west of Bernal Avenue. The fire station will also be located by the Arroyo
del Valle where a planned trail system is designed. Staff feels that a trail head could be
. incorporated in the final design of the fire station.

Staff has looked at the impacts of the fire station being located on this site. The nearby residents
would be able to hear the fire engine as it leaves the station. The noise would be within an
acceptable range. This site is consistent with the policies of the City with respect to the location
of fire station, it meets the General Plan service provision requirements, and staff is
recommending the Commission approve the Negative Declaration and find that the proposed fire
station conforms to the Pleasanton General Plan and is consistent with the existing zoning
designation for the site.

Commissioner Wright referenced the 40-foot Del Valle Parkway easement. Mr. Swift advised
that in 1991 the City Council reduced the size of the right-of-way for Del Valle Parkway;
however, the easement was never vacated. The City Council recently vacated that easement.

The subject of widening the Arroyo Del Valle bridge was discussed; however, it was noted that
it is not necessary to widen the bridge relative to fire truck use. Commissioner Barker stated
she does not feel the proposed site is a good location for a fire station if the primary response
area is on the other side of the Arroyo Del Valle bridge. Mr. Swift advised that the response
area will also include the area at the eastern end of Stoneridge Drive once the Busch propertyÿis developed.
