Commissioner Cooper inquired if the parking lot can be chained. Mr. Johnston stated the parking <br />lot has never been chained, and further advised there is chaining only on one side of the lot. <br /> <br />. <br /> <br /> <br />. <br /> <br />Jim Muck, 1105 Tiffany Lane advised that his house is the farthest away from the basketball courts. <br />He stated that the noise coming from the basketball court is unbearable. He does not feel that <br />chaining the lot will mitigate the problem. Because of the addition of the parking lot lights, they just <br />need to walk into the parking lot and play ball. Me. Muck does not want any type of basketball <br />courts in the parking lot; the logical solution would be to use the basketball courts at Amador High <br />School. <br /> <br />Tom Burford, 1164 Tiffany Lane, is the Tiffany Lane Homeowners Association president. He feels <br />that through this public hearing, their concerns will be finally heard. The residents are having a hard <br />time with all the noise and asked for some cooperation from the church and staff to mitigate these <br />problems. Me. Burford suggested a soundwall be constructed between the properties, chain the <br />parking lots, and eliminate some of the lighting. <br /> <br />Beverly Hoey, 1160 Tiffany Lane, stated the church has consistently not maintained the fence, and <br />feels the church has not taken any responsibility for the neighbors' complaints. She is in agreement <br />that there needs to be some kind of soundwall and feels the church should contribute to some sort <br />of noise abatement. <br /> <br />In response to Commissioner McGuirk, Me. Beougher advised that the neighbors' issues concerning <br />the high school parking should be dealt with outside of this application hearing. <br /> <br />Mr. Ulatoski rebutted some comments. He stated he was not aware of the continuing night-time use <br />of the parking lot, and is not sure what the church's responsibility is in controlling the unauthorized <br />use of their property. They don't want it anymore than the neighbors do. He advised he has no <br />agreement with the school to allow student parking, except for twelve students who are church <br />members, and they have parking permits. Mr. Ulatoski stated the parking lighting was installed <br />because of their concern for safety of people in the unlighted parking lot. It is a double jeopardy <br />for them. <br /> <br />Mr. Ulatoski was unsure of the exact date of the parking lot construction. He felt the parking lot <br />had been paved for some years. He then described how there came to be a narrower buffer between <br />the parking lot and townhome backyards. The builder built the fence on church property, the <br />church gave the land over to the homeowners, and the City permitted a smaller setback. <br /> <br />Me. Uiatoski recognizes there is damage being done to the fence. He feels chaining the parking lot <br />will not keep the kids out of the parking lot at night. He does feel that the church has been very <br />responsible returning neighbors' calls and being involved with the mitigation of the complaints.
