.

.

.

Condition 5: Reorient Buildings A and B; Building A facing to the north and Building
B facing to the south with a common truck driveway between the
buildings,

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Barker and Wright
Commissioners Dove, Cooper and McGuirk
Chairman Lutz
None

The motion failed.

Commissioner McGuirk motioned, seconded by Commissioner Cooper, approving Case Z-96-77,
subject to the conditions listed in Exhibit B, with the following modification:

Condition 5: Delete.

In discussion on the motion, staff inquired if Commissioner McGuirk meant the original proposal
by the applicant or the proposal submitted to staff before the meeting.

PUBLIC HEARING REOPENED

Mr. Ashwill advised he would like the original plan; however, he has no problem compromising with
the addition of glass on the comer, adding a planter, and trading out some of the loading and drive-in
doors. He cannot accept the reorientation of the buildings because of the problems created with
parking. He has concerns about his ability to market the building if the buildings are flipped in
orientation.

Commissioner McGuirk withdrew his motion.

Bob Kumnick, principal of Lee and Associates Commercial Real Estate, feels there is an over-
exaggeration of how much use the loading doors will have. He feels a bigger impact to the church
will be the parking traffic during the day.

Bob Lew, Tri-Valley Chinese Bible Church, stated he is less concerned about the appearance of
looking at the working side of the proposed building than he is concerned about impacts to the
sanctuary that is on the south side. If there is no restriction on truck traffic, this could be a problem
for the church.

Mr. Ashwill advised the PUD restricts the hours of truck traffic; no truck traffic is allowed on
Sundays and after 7 p.m.

Planning Commission Minutes

Page 9

May 22, 1996
