.

.

Mr. Iserson presented the staff report for the application of the Pleasanton Playhouse to add to their
existing theatre operations by adding 1,792 square feet of floor area in order to construct a stage and
seating area for public performances. The Playhouse is located at 1048 Serpentine Lane. In 1991,
the Planning Commission approved the conditional use permit for the Pleasanton Playhouse to occupy
their original location for set design, set construction, rehearsals, and business operations. Presently,
the applicants would like to expand into an adjoining suite to build a stage and seating area for public
performances.

The applicants expect about 60 persons in attendance, and no permanent seating will be constructed
at this time. Rehearsals will be held Monday through Thursday, 7:00 p.m. to 10:30 p.m.
Performances will be on Friday and Saturday evenings between 8 p.m. and 10:30 p.m. and an
occasion Sunday matinee.

Light industrial and office uses are in the business park as well as other non-commercial uses (church
and daycare). There is little conflict in hours of operation with the other uses. No exterior
modification is proposed; the applicants are simply moving into an adjacent tenant space. Some
interior modifications will be made; the fire and building departments are reviewing these
modifications and any changes necessary will be implemented when building permits are issued.

Parking should not be a problem with this use since the hours of operation are opposite most other
uses within the building. They will have use of virtually all parking spaces on the site. Some noise
will be generated from the performances, but because the Playhouse is located within a business park
where most other tenants are gone during performances, staff feels the noise generated will not be
a problem. Further, there is sufficient distance, buildings and sound walls between this building and
the closest residential areas that staff is not concerned that noise will be a problem to the neighbors.

PUBLIC HEARING WAS OPENED

Bob Lewis, 5003 Woodthrush, advised Commissioner McGuirk that they usually rehearse during the
evenings and construct the sets on weekends because their staff are all volunteers. Mr. Lewis noted
he would like the operating hours from 7:00 p.m. to 10:30 p.m. He advised that he has read and
agrees with the staff report.

Mr. Iserson noted that the original use permit conditions addressed the hours of operation for other
Playhouse uses that include the 7:00 p.m. time; this use permit speaks strictly to the public
performance use.

PUBLIC HEARING WAS CLOSED

Commissioner Dove advised that he spoke with Ms. Lewis on this application.

COmml,..doner Dove motioned, seconded by Commi!ll.doner Wright, m"killg the conditional use
permit fmdings and approving Case UP-96-23 subject to the conditions listed in Exhibit B,

.

Planning Commission Minutes

Page 3

May 22, 1996
