Staff advised there are <br />nQ timeframes for implementation of these policies. <br /> <br />After much discussion, it was agreed by the Commission to change Policy 8, Programs 9.1 and <br />12.1 by deleting all reference to street names, believing that over time these names may not be <br />all inclusive. <br /> <br />Page X-12, Program 13-1: Commissioner Wright feels that city-wide design guidelines would <br />not be acceptable unless they are very general. No modification was made. <br /> <br />After discussion, it was agreed to modify the Community Character Element in various places <br />by changing "design guidelines" to "design standards." <br /> <br />Page X-13, Program 15.3: Commissioner McGuirk does not feel the marketplace is such that <br />the City should be encouraging the development of traditional residential neighborhoods. <br />Commissioner Barker feels developers should continue the development patterns within an <br />existing area. Commissioner McGuirk feels that traditional planning concepts will come about <br />when it is economically viable. After much discussion, Policy 15 and its associated programs <br />were not modified. <br /> <br />Page X-14, Goal 9 and Policy 20: Commissioner Hovingh recommended the deletion of "and <br />family," and the entire deletion of Program 20.2. There was no agreement to this <br />recommendation. <br /> <br />The Commission determined to continue this matter to Monday, May 13, 1996 at 7:00 p.m. <br /> <br />7. MATTERS INITIATED BY COMMISSION MEMBERS <br /> <br />Commissioner Wright noted that residents have been advised that they cannot downscale their <br />garbage can size. Staff noted that the garbage service is trying to phase out the small cans due <br />to the automation of the 90-gallon cans. <br /> <br />Commissioner McGuirk noted that Stoneridge Drive median hedges between Springdale and <br />Foothill Rd. are getting too high. He also read in a Valley Times article about the City funding <br />a study through the school district to identify the sexual and drug habits of middle and high <br />school students. He feels this is totally ittappropriate. He inquired if there would be opportunity <br />for parents to have their children excused from such a survey. <br /> <br />Commissioner Barker advised that the Vineyard median is full of weeds.
