<br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Commissioner Hovingh recommended the City explore reducing speed limits in noise-impacted <br />residential neighborhoods and aggressively enforce the speed limit. After considerable <br />discussion, the Commission agreed to a program addition as follows: <br /> <br />Page VIII-10, add Program 4.2: Aggressively enforce speed limits and explore reducing speed <br />limits in noise-impacted residential areas. <br /> <br />IX. Air Ouality Element <br /> <br />Page IX-ll, Program 6.1: Commissioner Wright would like to delete the words "a substantial <br />distance" from air pollution point sources to residential areas feeling this creates a non-definitive <br />distance. No change was made. <br /> <br />Page IX-ll, Program 6.2: Commissioner Wright would like to delete transportation corridors <br />and transit hubs; he would also like to change "require landscape" to "include." These were the <br />changes recommended by the subcommittee. The Commission agreed to this modification. <br /> <br />Page IX-12, Program 8.3: Commissioner Hovingh asked to delete "and non-polluting mobility <br />alternatives." The Commission agreed to the modification of "Encourage non-motorized (Le., <br />pedestrian and bicycle) and non-polluting mobility alternatives." <br /> <br />Page IX-12, Program 8.4: Commissioner Wright recommended this program be deleted, feeling <br />there is no need for an air quality task force nor the expenditure of City money. Commissioner <br />Barker feels the task force concept is good, whereby many citizens could be actively involved <br />in City issues. The Commission agreed to this deletion. <br /> <br />X. Community Character Element <br /> <br />Page X-I, 2nd paragraph, first sentence, change "social" to "cultural" decisions. The <br />Commission agreed to this change. <br /> <br />Page X-8: Commissioner Hovingh commented that design guidelines should be changed to <br />design standards so that there is more enforcement value; otherwise, the entire program should <br />be eliminated because they are not adhered to. Commissioner Wright disagreed, feeling the <br />guidelines are useful for design reviews. After discussion, no modification was made. (Refer <br />to letter action on this matter.) <br /> <br />Page X-lO, Program 1.1: Commissioner Hovingh suggested this program regarding low-interest <br />commercial rehabilitation loans be deleted or restricted to the unreinforced masonry upgrade <br />projects downtown. No agreement was reach to make a modification. <br /> <br />Page X-I0, Policy 3: Commissioner Hovingh feels this program regarding Downtown scale and <br />character could be eliminated.
