Staff advised this <br />policy deals only with development within Pleasanton. Because there are also subregional flood <br />control programs in the Subregional Element, Commissioner Hovingh did not pursue a <br />modification. <br /> <br />Mr. Rasmussen advised that perhaps Program 5.5 (Page VI-14) should become Program 7.4 on <br />Page XII-14 of the Subregional Planning Element. The Commission agreed to this change. <br /> <br />Page VI-14, Program 7.3: After considerable discussion regarding curbside recycling, the <br />Commission unanimously agreed to delete this program, in favor of not contradicting the <br />services provided by Program 7.1. <br /> <br />Page VI-14, Programs 7.4 and 7.5: Commissioner McGuirk questioned the intent of these <br />programs which deal with incentives for recycling. Staff would have to find out exactly what <br />recycled products are available and then promote the use of such products. <br /> <br />Page VI-15, Program 7.8: Commissioner McGuirk felt the word "explore" garden waste <br />composting programs should be used instead of "develop." Mr. Beougher advised that this type <br />of composting program will be implemented throughout the City during the next few months. <br />The Commission unanimously agreed to the modification. <br /> <br />Page VI-16, Program 9.3: Commissioner Barker inquired if the possibility of a North <br />Pleasanton library annex should be included in this program. Commissioner Hovingh feels that <br />option should not be implemented until the present library provides services seven days a week <br />and longer daily hours. No change was made to this program. <br /> <br />In response to a question by Commissioner Barker, Mr. Rasmussen noted that the General Plan <br />Steering Committee did not review the concept of year-round schools. <br /> <br />Page VI-16, Program 10.3: Commissioner Wright sees no reason for this program regarding <br />elementary school size since the School District is not required to follow the General Plan. This <br />was deemed informational and to be left in the General Plan. <br /> <br />Page VI-17, Program 13.1: Per recommendation from the Parks and Recreation Commission, <br />this program regarding the study of an olympic-size swimming pool is to be deleted. The <br />Commission agreed. Mr. Rasmussen advised it will be deleted through the Errata. <br /> <br />Commissioner Barker inquired if the CIP section is the correct place to factor in funds to correct <br />problems that come about when no one project causes a problem for adjoining neighborhoods <br />(i.e., noise, traffic). Staff thought it could be added as an advisory comment.
