PUBLIC HEARINGS <br /> <br />il, \If-?S-5\)IZ.-?S-~SS, GTE Mobilnet/Tea Group <br />Application for a conditional use permit and design review approval to allow the <br />construction and operation of an unmanned cellular communications facility, including <br />an 85 foot taIl monopole and transmission/receiving antenna and a 240 square foot <br />equipment building, located at 3744 Old Santa Rita Road. Zoning for the property is <br />C-S (Service Commercial) District. <br /> <br />Continued to 5/8/96. <br /> <br />b. UP-96-12. Tri-Yallev Chinese Bible Church <br />Application for a modification to an approved conditional use permit for the Tri-Yalley <br />Chinese Bible Church, located at 1055 Serpentine Lane, to extend the Friday night bible <br />study and Chinese language class hours from 8:00 p.m.-9:30 p.m. to 8:00 p.m.- <br />10:30 p,m. and to allow use of the rear (western) doors for ingress/egress of church <br />members. Zoning for the property is PUD (Planned Unit Development) - I (Industrial) <br />District. <br /> <br />Mr. Otto presented the staff report on the application for a modification to an approved <br />conditional use permit for the Tri-Valley Chinese Bible Church to extend the Friday night <br />activity hours (bible study, Chinese language classes, etc.) from 8:00 p.m. - 9:30 p.m. to <br />8:00 p.m. - 10:30 p.m. The applicants have also requested use of the rear (western) doors <br />for ingress/egress of church members. At this time, they only have emergency use of these <br />doors. <br /> <br />Staff was initially concerned about this request due to the possible impact to surrounding <br />neighbors. The residents were solicited to determine if they were negatively impacted by the <br />Church and if they would be opposed to the 10:30 p.m. use. Some residents had no <br />concerns, and some requested that the operation end at 10:00 p.m. A compromise was <br />proposed by the applicant whereby the Church would be able to operate until 10:30 p.m. on <br />a probationary basis (3 or 6 months). <br /> <br />Staff believes all use permit findings can be made and recommends approval of the <br />modification subject to the conditions of approval. Mr. Otto advised the Commission that <br />they could modify Condition 1 to allow operations until 10:30 p.m. if they desired. <br /> <br />Commissioner McGuirk indicated there are doors on both sides of the church and inquired if <br />they had restricted use as well. Mr. Otto advised only the rear doors were restricted. <br /> <br />Commissioner Hovingh commented that the conditions of approval of UP-93-25 will remain <br />in force, and if necessary, the new conditional use permit can be repealed back to the <br />original permit. <br /> <br />PIaJmIng Commission Minutes <br /> <br />Page 2 <br /> <br />April 24, 1996 <br />
