His neighbors have half-acre lots, and <br />there are many more homes along Happy Valley Road than people know about. Mr. <br />Chapman feels the golf course will pay for the improvement of the sewer, drainage, flooding <br />problems. He suggested a survey of property owners to see what the residents want (one- or <br />two-acre lots), and he believes the desire will be for one-acre lots. <br /> <br />He would like to move UGB line from in front of his property so he can have easement <br />rights into the property and build a home there. Mr. Chapman advised that this is still <br />County land and he does not want the property owners forced to look for other alternatives <br />because they cannot develop their property since it has been frozen as Open Space. He feels <br />the General Plan is too rigid, and it needs flexibility and consistency. This Plan could bring <br />about litigation and more homes outside the city limits. <br /> <br />Judith E. Fox, 3645 Virgin Island Court, noted that Pleasanton is a very divided City; there <br />is no consensus. She is concerned that the City is not ready to make major decisions. <br /> <br />PUBLIC HEARING WAS CLOSED. <br /> <br />Break at 9:05 p.m.; resumed at 9: 15 p.m. <br /> <br />Wayne Rasmussen presented a background informational slide show on the Vineyard Avenue <br />corridor similar to the one presented during the sub-committee process. <br /> <br />Commissioner Dove inquired if the landfill site was suitable for a park, and how long would <br />it take to be developed. Mr. Rasmussen replied that it would probably take ten to twenty <br />years. <br /> <br />In response to Commissioner Wright, Mr. Rasmussen stated that when several of the <br />Steering Committee members were working with some of the Vineyard property owners last <br />spring on a minority report, they did not come up with any housing numbers. He added that <br />the property owners have previously requested 700 units. <br /> <br />Mr. Rasmussen commented that the Vineyard property owners requested that the <br />Subaltemative 7, the property owners' plan, and the draft specific plan concepts be evaluated <br />in the EIR. <br /> <br />Commissioner Hovingh inquired if the cost of the water supply for the Vineyard Avenue area <br />would also be borne by the Ruby Hill residents.
