<br />. . <br /> <br />. <br /> <br />He also commented that in the General Plan definition of "gross developable acreage", lands <br />to be acquired for public use are excluded from the calculation of gross developable acres. <br />This will result in an increase in the cost of housing and public facilities. Mr. Hirst <br />recommends this recommendation be deleted. <br /> <br />Nathan Meeks, 6387 Paseo Santa Maria, spoke as a representative of Ponderosa Homes. <br />Regarding lowering the growth limit from 650 to 350 units, Mr. Meeks advised that when <br />putting together a project, a builder must work with the financial community and must know <br />that the rules in Pleasanton are consistent and will always be the same. There must be <br />enough capacity in the growth management program to sustain more than three or four <br />builders. Mr. Meeks noted that all major roads such as the freeway, Hacienda Drive, Valley <br />Avenue (except the Downtown), were built by development. Limiting the availability of <br />residential building permits would be equivalent to reducing the amount of contributions to <br />the City from the developers. The speaker recommended that 650 units be retained. <br /> <br />Don Temple, 6409 Alisal Street, President of Alisal Improvement Association, made general <br />comments about the General Plan and the proposed golf course in South Pleasanton. <br /> <br />. <br /> <br />LaVerne Spotomo, P.O. Box 487, commented that the Spotomos own property in Happy <br />Valley where the golf course is proposed, a project which came about after the conclusion of <br />the General Plan Update. They were asked to incorporate some of their land into the golf <br />course project. Ms. Spotomo feels it is unrealistic to ask property owners to give up or <br />trade property. The golf course changes the complexion of the General Plan Update <br />dramatically for South Pleasanton. The Spotomos propose a specific site study be done to <br />see what is feasible for their land. Ms. Spotomo expressed their continued willingness to <br />cooperate for the good of the community. <br /> <br />Rick Bentley, 23 Grey Eagle Court, member of the General Plan Steering Committee advised <br />that at the January 1, 1995 GPSC meeting, a total of six minutes was spent voting on the <br />population cap and the growth rate of 350 units. Proper thought was not given to these <br />decisions, which have further impacted other decisions. <br /> <br />Mr. Bentley offered the following recommendations: Vineyard Avenue should be realigned <br />with funding from the General Fund or private development; and the Commission should not <br />approve the population cap. <br /> <br />Nicholas Chapman, 255 Happy Valley Road, commented that the 4/5 vote is not a simple, <br />democratic majority and recommends against it. <br /> <br />The Urban Growth Boundary (UGB) line splits the Happy Valley area, running through the <br />south part of Happy Valley around the golf course. Landowners were not represented; <br />properties were arbitrarily treated. This is open to litigation issues.
