Bruce Way <br />Application for a conditional use permit to create a 600 square foot secondary unit in an <br />existing residence located at 4318 First Street. Zoning for the property is RM-4 <br />(Multiple Family Residential) District. <br /> <br />Mr. Iserson presented the staff report on the application for a use permit to create an <br />approximately 600 sq. ft. secondary unit within an existing residence located at 4318 First <br />Street. The site is zoned Multi-Family Residential (RM)-4,000. The unit will be located in <br />an area over an existing carport at the rear of the site. No exterior changes would be made <br />to the existing structure. The entrance to the secondary unit would be via an existing <br />covered staircase located between the first floor living area and the carport. <br /> <br />Staff is suggesting the applicant pave an existing dirt area for the parking area of the <br />secondary unit. Due to the visibility limitations and traffic volume, staff prefers that all cars <br />exit the site forward. The request for additional paving will enable cars to turn around on <br />the site. It will also become the parking space for the secondary unit. <br /> <br />After notification to all neighbors, staff has received no communication regarding this <br />application. Staff feels the use permit findings can be made and recommends approval of <br />Case UP-96-07, subject to the conditions of the staff report. <br /> <br />General discussion ensued between the Commissioners and staff regarding the exact location <br />of the additional paving and the layout of the parking as proposed by staff. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Bruce Way, 4318 First Street, stated he is in agreement with the staff report and conditions <br />of approval. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Wright motioned, seconded by Commissioner Hovingh, making the use <br />permit findings and approving Case UP-96-07, subject to the conditions of approval <br />listed in Exhibit B. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Dove, Hovingh, McGuirk, Wright and Chairman Lutz <br />None <br /> <br />Commissioner Barker <br />None <br /> <br />Resolution No. PC 96-18 was entered approving Case UP-96-07, as motioned. <br /> <br />Planning Commission Minutes <br /> <br />Page 2 <br /> <br />March 27, 1996 <br />
