<br /> <br />. <br /> <br />applicant is now making progress toward meeting the conditions of approval identifIed in <br />1992. A 1994 use permit review never occurred because the applicant was unable to develop <br />a revised plan to do the improvements. <br /> <br />At this time, staff has been presented a revised site plan by the applicant. The revised site <br />plan reflects the criteria set by the 1992 conditions of approval. The Busch Road <br />improvements will be before the City Council on March 19, 1996. The lack of funding for <br />this road improvement was a major obstacle to the applicant. <br /> <br />The revised site plan shows traffic circulation, future driveway locations, a stacking lane, <br />indicates the ultimate right-of-way width for Busch Road, clarifies the on-site circulation, <br />better organizes the uses on the site, all parking is located on the site, significant landscaping <br />along the Busch Road frontage, and paving of the in-site areas of the business. The <br />construction phasing plans were also detailed. <br /> <br />Commissioner McGuirk inquired as to possible impacts the chipping operation would have on <br />adjacent development. Staff stated the whole area is zoned heavy industrial. Commissioner <br />McGuirk also feels signage is needed to help improve circulation. <br /> <br />Commissioner Hovingh wondered about the width of the driveway of the recycling buy-back <br />area and whether the public would be backing into the area. Mr. Iserson stated that it is a <br />one-way driveway. Commissioner Hovingh also inquired why the newspaper recycling <br />service is not computerized directly to one's garbage bill. Staff so noted and will look into <br />. this. <br /> <br />Commissioner Dove commented that it looks like southbound traffic will have to make a U- <br />turn to get to the recycling area. Staff doesn't feel this will make a dangerous vehicular <br />movement. <br /> <br />9. COMMUNICATIONS <br />There were none. <br /> <br />10. REFERRALS <br />There were none. <br /> <br />11.
