<br /> <br />. <br /> <br />Commissioner Dove feels the circulation aspects of the EIR are related solely on a <br />quantitative basis; in particular, the golf course, development and traffic safety in Happy <br />Valley. The EIR does not indicate the traffic situation has been analyzed or mitigated. The <br />Circulation Subcommittee discussed in depth the safety of Vineyard Avenue, and he thinks <br />there would be some mitigation coming from Ruby Hill. Nothing has been said of the <br />emissions coming from overflow traffic. Will Vineyard Avenue be safe after Ruby Hills is <br />built without any improvements in the corridor? Should there be alternative routes made or <br />improvements made to Vineyard Avenue. <br /> <br />Commissioner Hovingh thinks the EIR of Ruby Hills addressed the safety of Vineyard <br />Avenue. <br /> <br />Commissioner Barker, regarding Appendix D and noise levels, there are some places that <br />seem to have gradually crept over the noise levels, could there be possible mitigations in <br />these cases? Regarding the ADT on Vineyard A venue, Page 45 of Alternatives Document, <br />the existing noise level does not relate to the average daily traffic trips (ADT) 7200 ADT <br />because that figure relates to Ruby Hill fmal buildout. She feels this needs to be re-analyzed <br />for the proper ADT, and the noise levels scaled up. <br /> <br />Chairman Lutz had no additional comments from those already presented by the <br />Commission. <br /> <br />7. <br /> <br />MATTERS INITIATED BY COMMISSION MEMBERS <br />There were none. <br /> <br />. <br /> <br />8.
