<br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Mr. Iserson advised that the landscape plan has not been approved, and he plans to work <br />with the neighbors on this issue. <br /> <br />Mr. Cave requested that La Petite Academy be one of the authorized key holders. He <br />requested that Manualife also be in on the review and approval of the landscape plans. <br /> <br />Nancy Pozzebon, 2808 Longspur Way, agrees with the gate closure of 7:30 p.m. to <br />6:30 a.m. In the past, gate keys were being duplicated for all tenants, and the system got <br />out of control. She would like Building 5 to be office use only and feels staff did a good job <br />in eliminating nuisance uses. This will help the adjacent neighbors from having to keep <br />coming to public hearings regarding the building uses. Ms. Pozzebon is not opposed to the <br />daycare opening at 6:00 a.m. She feels the center parking light standard is the best <br />alternative and feels there will be sufficient lighting along the sidewalks from the lighting <br />under the building eves and the bollard lights. She wished the neighbors could have met <br />with the new property owners before coming to the public hearing. Ms. Pozzebon advised <br />that there was a street sweeper in the parking lot at 9:30 p.m. the previous Monday night. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Chairman Lutz expressed his thanks to all those involved in the discussions that led to these <br />agreements. <br /> <br />Commissioner Wright feels the gate hours should be not modified since they have been in <br />existence from the inception of the center. However, he does agree that Condition ID <br />should be changed to include a designated La Petite employee to have a gate key for <br />emergency use. He also concurs that Condition IE should be changed to reflect the 15 ft. <br />parking lot light standard should be turned off at 7:30 p.m. He proposed the use of a photo- <br />cell light in the light standard. Regarding the II uses requested by Manualife to be added to <br />the conditional use list, Commissioner Wright feels staff has done a good job in meeting <br />Manualife half-way with permitted uses besides office use. He does not feel it is necessary <br />to add the II uses back to the permitted list. <br /> <br />Commissioner Dove would like the Commission to incorporate stronger enforcement <br />measures into cases such as this. He is concerned for the safety of the children at the <br />daycare facility behind a locked gate. He would rather the gate be opened at 6:00 a.m. and <br />suggested a six-month trial to see if it could work. <br /> <br />In response to Commissioner Dove's comments, Commissioner McGuirk believes that La <br />Petite should have key access to the gate. He feels Manualife has tried to mitigate the <br />Center's problems and feels the Commission must give them some type of economic <br />viability, otherwise, the building may become and remain empty. Commissioner McGuirk is <br />not comfortable with the elimination of 11 potential uses just because it would enable the <br />neighbors to not have to come to public hearings, That is the system that brings out people's <br /> <br />Planning Commission Minutes <br /> <br />Page 14 <br /> <br />February 28, 1996 <br />
