<br />. <br /> <br />. <br /> <br />. <br /> <br />The General Plan would address noise and the use of soundwalls, specifically that soundwalls <br />should only be used as a last resort. Landscaping and berms, etc., should be used to preclude <br />the need for soundwalls. <br /> <br />The Steering Committee felt the Community Character Element was important. This element <br />would look more carefully at the design of the City, a whole range of design from historic <br />downtown flavor to present day corporate park architecture. Another element of the Community <br />Character Element is to give attention to main entries to the City, arterial view corridors, and <br />street landscaping. <br /> <br />The Steering Committee also felt it important to try to design areas with a traditional concept. <br />Also felt important was the treatment and maintenance of the arroyos. <br /> <br />Development of design guidelines for hillside development, which deals with the appearance of <br />housing on hillsides, the South Pleasanton area, and the Vineyard Avenue area were also <br />recommended. <br /> <br />The Economic and Fiscal Element addresses ensuring the City has a balanced budget at all times <br />and has a sustainable cash flow at build-out to maintain the existing levels of service. It also <br />includes helping business as much as possible, attract diversified business, etc. <br /> <br />The Subregional Planning Element are policies and programs that have come from the Tri-Valley <br />Subregional Planning Strategy includes Danville/Alamo, Dublin, Pleasanton, San Ramon, <br />Livermore, and surrounding county areas. <br /> <br />In conclusion, Mr. Rasmussen presented a proposed schedule of meetings and public hearings for <br />reviewing the draft General Plan. The Commissioners adopted changes to the proposed schedule <br />with no changes. <br /> <br />9. COMMUNICATIONS <br />There were none. <br /> <br />10.
