recommending approval of plans and specifications and award of the <br /> contract to the lowest bidder. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The installation of the traffic signal at the intersection of Bernal Avenue and the Fire <br />Station 4 exit driveway is part of the construction of the new Fire Station 4 building <br />located just east of Valley Avenue on Bernal Avenue. This signal will provide a safe <br />egress for Fire Department vehicles onto Bernal Avenue. <br /> <br />This signal is intended to minimize delay on Bernal Avenue by providing a continuous <br />green light on Bernal Avenue except when fire vehicles are leaving the station. The <br />Fire Station is designed to provide quick access to Bernal Avenue to minimize response <br />time. As such, the driveway is an exit only and may be controlled by a remote push <br />button inside the fire station. In addition to the push button, the signal will be equipped <br />with Opticom Emergency Vehicle Preemption as well as standard video detection to <br />ensure that the Fire vehicles exiting the driveway receive a green light. <br /> <br />The Fire Station driveway was aligned to minimize the impact to the trees in the <br />median. Minor median paving will be required to connect the eastbound lanes and <br />westbound lanes of Bernal Avenue. Left and right turns from Bernal Avenue into the <br />Fire Station driveway are prohibited, as are any U-turns at the intersection. Upon <br />return to the Fire Station, the Fire vehicles will have access via Oak Vista Way and <br />Whispering Oaks Way. <br /> <br />BUDGET <br /> <br />Project funding and estimated expenditures are tabulated below. The City of <br />Pleasanton will provide the controller, cabinets and cameras to reduce some of the <br />mark-up cost as well as the construction time. This signal has added costs due to the <br />need to provide westbound egress from the Fire Station driveway. This will involve the <br />removal of the median curb and installation of asphalt roadway and curb to allow for <br />direct access to westbound Bernal Avenue. <br /> <br />SR 05:035 <br />Page 2 of 3 <br /> <br /> <br />
