Honorable Mayor and Members of the City Council: BACKGROUND The installation of the traffic signal at the intersection of Bernal Avenue and the Fire Station 4 exit driveway is part of the construction of the new Fire Station 4 building located just east of Valley Avenue on Bernal Avenue. This signal will provide a safe egress for Fire Department vehicles onto Bernal Avenue. This signal is intended to minimize delay on Bernal Avenue by providing a continuous green light on Bernal Avenue except when fire vehicles are leaving the station. The Fire Station is designed to provide quick access to Bernal Avenue to minimize response time. As such, the driveway is an exit only and may be controlled by a remote push button inside the fire station. In addition to the push button, the signal will be equipped with Opticom Emergency Vehicle Preemption as well as standard video detection to ensure that the Fire vehicles exiting the driveway receive a green light. The Fire Station driveway was aligned to minimize the impact to the trees in the median. Minor median paving will be required to connect the eastbound lanes and westbound lanes of Bernal Avenue. Left and right turns from Bernal Avenue into the Fire Station driveway are prohibited, as are any U-turns at the intersection. Upon return to the Fire Station, the Fire vehicles will have access via Oak Vista Way and Whispering Oaks Way. BUDGET Project funding and estimated expenditures are tabulated below. The City of Pleasanton will provide the controller, cabinets and cameras to reduce some of the mark-up cost as well as the construction time. This signal has added costs due to the need to provide westbound egress from the Fire Station driveway. This will involve the removal of the median curb and installation of asphalt roadway and curb to allow for direct access to westbound Bernal Avenue. SR 05:035 Page 2 of 3
