<br />. <br /> <br />. <br /> <br />. <br /> <br />Commissioner Barker stated that she voted "no" because she thinks there is a better solution with <br /> <br />300 homes that protects all of the neighborhoods, and that one exit to Valley is probably <br />acceptable and the Kolin issue would go away. <br /> <br /> <br />Commissioner Kumaran stated that he voted "no" because he believes the group was very close <br />to a solution and with some more effort a solution that could be acceptable to everybody could <br />be found. He noted that he thinks the recommended proposal is clearly not in the best interest <br />of the neighborhood and the surrounding areas. <br /> <br />Commissioner Barker reiterated her recommendation that the City study traffic calming on Kolin <br />immediately. Staff advised that the City has an on-going Committee working in that area. <br /> <br />Chair Cooper asked if the City could give consideration to red zoning the turn-around on Martin. <br />Mr. Higdon commented that a red zone does not prohibit people from dropping off students. Mr. <br />Higdon stated that he would refer the recommendation to the Traffic Committee. Mr. Swift <br />advised that until the second phase of the Standard Pacific is done and the street network is <br />completed, staff will not really know what the true traffic patterns are for Mohr Elementary <br />School. <br /> <br />Commissioner Dove noted that the Ponderosa project is a good project and there are some very <br />definite needs for some fine tuning and that is why he voted in favor of the last proposal. <br />However, he voted no in terms of the General Plan with the hope that the City Council ask <br />someone from the Affordable Housing Commission to come in and speak to this issue. <br /> <br />In response to an inquiry from Commissioner Barker, Mr. Swift noted that it is the School <br />District's policy to look at a project once it is under construction. <br /> <br />7. MATTERS INITIATED BY COMMISSION MEMBERS <br /> <br />Commissioner Wright expressed concern regarding Jay's Auto, noting that there is a house trailer <br />on the site, truck rentals are being conducted, and cars are washed and mechanical work is being <br />done on the site. Mr. Swift advised that staff will check on this. <br /> <br />In response to a question from Chair Cooper as to when the bridge across the Arroyo will be <br />open, Mr. Higdon advised that the bridge has not yet been accepted. He advised that he will look <br />into the access points. <br /> <br />In response to an inquiry from Commissioner Barker, Mr. Swift advised that the next step for the <br />Ponderosa project will be a public hearing before the City Council. Staff will look at the project <br />design, and the tentative map will come before the Planning Commission. He noted that the park <br />will be reviewed by the Park and Recreation Commission. <br /> <br />Commissioner Barker asked that the Park and Recreation Commission look at the policy <br />regarding the use of neighborhood parks for use for organized team sports for younger ages. <br /> <br />Planning Commission Minutes <br /> <br />Page 14 <br /> <br />October 22, 1997 <br />
