In response to a question from Commissioner Wright, Mr. Jost advised that the City is taking over <br />the ownership and maintenance of the sanitary sewer mains in order to ensure the standards for <br />installation and construction. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Ron Winter, 5506 Sunol Boulevard, represented the application. He noted that the tentative map <br />reflects the modifications to the sewer lines and storm drains as requested by staff. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />. <br /> <br />Vice Chair Kumaran stated that he would be voting against the application, noting that when the <br />Specific Plan amendment and PUD rezoning and development plan for this site came before the <br />Planning Commission, he was unable to support the project. He advised that he believes the <br />infrastructure should always be ready and in place and the development should then be considered. <br />He feels the Ray Street/Main Street intersection is the worst intersection he has ever come across and <br />he believes the necessary infrastructure is clearly not in place. He noted that he expressed concern <br />regarding the rezoning of the site to residential and then high density residential and he stills has <br />concerns. He believes that the finding required under Item B cannot be made in that he feels the site <br />is not suitable for this type of development and density. He commented on the pressures on <br />developers to follow a ratio which suggests that the density of an area and development is directly <br />proportional to the return on investment and the profitability, and, therefore the higher the density the <br />better as far as the interest of the City and the developer. He stated that the driver really ought to <br />be how does any new development fit in with the existing infrastructure and growth that is occurring <br />the area. He also expressed concern regarding the mix of residential and commercial. <br /> <br />Commissioner Lutz commented that he will support the application because this project will have less <br />impact than an automobile-related commercial structure which was there and approved. He noted that <br />this project will provide affordable housing.
