Mike Dominisse <br />Application for PUD development plan approval to allow the construction of a 3,540-square foot <br />single-family home with a 1,080-square foot three-car garage and for conditional use permit <br />approval for interim grading to install a clay cap over the existing landfill. for property located <br />at 2500 Vineyard Avenue. Zoning for the property is PUD (Planned Unit Development) - RDR <br />(Rural Density Residential) District. <br /> <br />Mr. Iserson presented the staff report, describing the location of the site, the proposed house design, <br />infrastructure, and landscaping. He noted that the property is under the jurisdiction of the Interim <br />Development Standards for the Vineyard Corridor, and, therefore, a PUD development plan approval <br />is required for new homes on existing lots of record. Mr. lserson explained that the conditional use <br />permit is needed in order to install a clay cap over a portion of the site which contains buried landfill, <br />in that the Alameda County Environmental Health Services and the California Environmental <br />Protection Agency have measured levels of methane leaking through the soil of the site and this action <br />is needed to control the gas release. The use permit will allow the grading and fill to be done prior <br />to significant rains, rather than waiting for the PUD approval process to be completed. <br /> <br />Mr. lserson stated that the use permit findings for the interim grading can be met and the PUD <br />findings can be made. He advised that staff is recommending that the Planning Commission approve <br />the conditional use permit and recommend approval of the PUD development plan to the City <br />Council. <br /> <br />In response to a question from Commissioner Wright, Mr. Jost stated that the intent of the grading <br />is to remove the existing soil and replace it with the clay cap. <br /> <br />Vice Chair Kumaran asked if the suppressing of the soil with the clay cap will cause a problem with <br />the methane gas in ground water. Mr. Jost advised that Pleasanton Garbage Service works with the <br />EP A in continuing to monitor the site, and that the gas is burned off a couple of times a year. <br /> <br />In response to a question from Commissioner Dove, Mr. Jost advised that the site will have access <br />to City water once the "S" curve work is completed. <br /> <br />Mr. Iserson confirmed that the plan will limit the parcel to one house. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Mr. Dominisse, 11389 BetIen Drive, Dublin, represented the application. He noted that he has <br />reviewed the staff report and concurs with it. <br /> <br />Commissioner Wright asked if a haul route had been determined.
