<br />. <br /> <br />Commissioner Dove noted that the City's application for a modular which will be considered this <br /> <br />evening does not have a sunset clause. He stated that he believes the Commission is setting somewhat <br />of a double standard. He commented that the golf course committee is looking at the use of reverse <br />osmosis product for the golf course. He advised that he feels the application should be approved for <br />two years initially. <br /> <br />Chair Cooper stated that he is not in sympathy with the reverse osmosis project, as he believes they <br />intend to inject it into our aquifer. He noted that he has a concern with this being a temporary <br />building, in that they have a way oflasting longer. He advised that if the applicant comes back after <br />two years it is unlikely that the Planning Commission will make them move the building. He noted <br />that he is in sympathy with Commissioner Kumaran's idea that more screening be required in that it <br />may take more than two years for DSRSD to develop the future site. He commented that he feels <br />the building has no redeeming architectural features. He advised that he will support the application <br />with the modification to the condition that the applicant plant a double row of IS-gallon oleanders. <br />He advised that he feels that most of the other conditions are reasonable and that the night lighting <br />would be good. He noted that he is glad to see that the City will address the matter of the fence <br />along the site. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />A motion was made by Commissioner Kumaran, seconded by Commissioner Barker, making <br />the conditional use permit findings, and approving Case UP-97-46/Z-97-182, subject to the <br />conditions listed in Exhibit "B," modifying Condition 14 requiring the oleander shrubs to 15- <br />gallon size, and modifying Condition 17 to state that there will be no lighting after sunset. <br /> <br />. <br /> <br />Commissioner Wright commented that it did not make sense to require a lighting plan if the lights <br />must be turned off at sunset. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Barker, Kumaran, Lutz, and Wright, and Chair Cooper <br />None <br />None <br />None <br /> <br />Resolution No. PC 97-77 was entered and adopted as motioned. <br /> <br />d. Zoning for the property is RM-1500 District. <br /> <br />Mr. Iserson presented the staff report describing the request of the applicant to modify a condition <br />of approval of a previously approved design review application to extend the construction hours from <br />8:00 a.m. to 5:00 p.m., Monday through Saturday, to 7:00 p.m. or 8:00 p.m. He noted that a <br />neighbor has expressed concern and is opposed to even allowing interior work to be done beyond the <br />conditioned hours of construction.
