<br />. <br /> <br />. <br /> <br />. <br /> <br />Revort on the Affordable Housing Committee <br /> <br />Commissioner Cooper reported on the Affordable Housing Commission and invited Commissioner <br />Marty Wadekamper to come and testify at the next Planning Commission hearing on the Hacienda <br />apartments project. He added that at its next meeting, the Affordable Housing Commission would <br />recommend to the City Council that the affordable housing fee paid by developers be increased to <br />meet the City's affordable housing goals. <br /> <br />Commissioner Lutz noted that a three-acre park - rather than a tive-acre one - was approved for <br />the site. He inquired if the Park and Recreation Commission had any input in this decision. <br /> <br />Mr. Iserson replied that the Commission approved the concept of the three-acre park, considering <br />that there would be a trail in the area. <br /> <br />Commissioner Dove added that there would be an adjacent two-acre park as well. <br /> <br />Chair Barker requested that when the Hacienda apartments project comes before the Planning <br />Commission, a statement be included that a representative from the Affordable Housing Commission <br />will make a presentation on the project. <br /> <br />BART <br /> <br />Commissioner Lutz noted that BART is very convenient to get to other cities, but that the noise it <br />generates is intolerable and even overpowers the P A system. He inquired if the City could look into <br />this matter as it is a safety issue as well as an inconvenience. <br /> <br />Mr. Higdon replied that while the City cooperated with BART in doing reviews of the station, and <br />BART sent the City copies of its change orders, BART never consulted the City for approvals. <br />BART has also installed large billboards between the tracks and the freeway. He would look into <br />the issue and bring back a proposal for the Commission. <br /> <br />Banners <br /> <br />Commissioner Lutz asked Mr. Iserson if the City's Sign Ordinance addresses Lotto banners. <br /> <br />Mr. Iserson replied that Lotto banners are controlled by the State and that the City has no jurisdiction <br />over them. <br /> <br />Citv Council Meeting Minutes <br /> <br />Commissioner Lutz noted that the last City Council meeting minutes stated that Councilmember <br />Ayala apologized to the residents of California Reflections for the way they were treated in front of <br />the Planning Commission. He asked the Commissioners if they knew what that was about. Chair <br />Barker stated that it may have something to do with a comment made at a Planning Commission <br />meeting that California Reflections was a starter-home project. Commissioner Kumaran commented <br />that he had watched the Council meeting on T.V. and the matter did not seem to be an explosive <br />issue.
