If there are no feasible mitigation measures and the City wishes to approve the pro- <br /> posal, the City would then have to adopt statements of overriding considerations. <br /> <br />Scoping <br /> <br />Attached is the Initial Study prepared by staff and the proposal for the "Environmental Impact <br />Report for the Proposed PUD-33 (Kottinger Hills) Project", submitted by Mundie & Associates. <br />Staff suggests the City Council and Planning Commission use these documents to discuss the <br />final scope and content of the DEIR. The potentially significant environmental impacts would <br />include: <br /> <br /> 3.01 Conformance of the Proposal with General Plan Policies <br /> 3.02 Impact on Existing Uses (On- and Off-Site) <br /> 3.03 Geologic Impacts (Hazards, Change in Topography, Erosion, etc.) <br /> 3.05 Water Related Impacts (Runoff, Flood Hazard, Quality and Quantity of Sur- <br /> face and Ground Waters) <br /> 3.06 Plant and Animal Impacts (Effect on Existing Ecosystem, Rare or Endan- <br /> gered Species, Etc.) <br /> 3.07 Transportation/Circulation Impacts (Additional Traffic, Congestion, parking, <br /> Hazards, etc.) <br /> 3.08 Noise Impacts (Increases, Exposure to High Levels, etc.) <br /> 3.09 Impacts on Public Services (Fire, Police, Schools, Parks, Maintenance, etc.) <br /> 3.13 Aesthetic Impacts (Obstruction of Views, Design, Etc.) <br /> <br /> Alternatives <br /> <br /> An important function of the DEIR is its analysis of alternatives to the proposed project which, <br /> as required by CEQA, must include the "No Project" alternative and the "Environmentally Su- <br /> perior'' alternative in addition to the applicants' proposal. Potential project alternatives for this <br /> DEIR could include the following: <br /> <br /> · Project alternatives - a reduced number of units on large-lots. <br /> · Alternative project types - townhouses, small-lot single-family detached homes, etc. <br /> · Access alternatives - two public street connections or one public street connection and <br /> EVA's. (The latter is the applicant's proposal.) <br /> <br /> Visual Analysis <br /> <br /> A visual analysis is perhaps one of the more important subject areas of the DEIR. Attached are <br /> six suggested viewpoints prepared by the DEIR consultant and reviewed by staff for considera- <br /> tion for evaluation in the DEIR. Given the proximity of the proposed project to existing <br /> neighborhoods, staff believes that the public should communicate their preferences at the scop- <br /> ing session.
