The applicant is in the process of preparing the <br /> guidelines. <br /> <br /> e To satisfy the City's Inclusionary Zoning Ordinance, thc applicants would propose to <br /> bond with the City to construct a 20-unit project at an alternative site as yet to be desig- <br /> nated in the City of Pleasanton. <br /> <br /> · The applicants propose to drain stormwater runoff via public street inlets into one or <br /> more storm water retention/settling basins. On some lots, stormwater runoff would drain <br /> directly onto surrounding open space areas. <br /> <br />Staff notes that the applicants have changed the proposed development's name from "Kottinger <br />Hills" to the "Oak Grove Residential Community". Additionally, the project description may <br />change as preparation of the DEIR proceeds. <br /> <br />DISCUSSION <br /> <br />Function of the Draft Environmental Impact Report <br /> <br />As previously stated, the purpose of this work session is to determine the scope and content of <br />the DEIR for this project. The DEIR serves several functions: <br /> <br /> · The DEIR satisfies the requirements of the California Environmental Quality Act <br /> (CEQA) for the project's environmental review. It is the informational document that <br /> identifies the environmental impacts of the proposal, potential mitigation measures for <br /> these impacts, and the impacts that cannot be mitigated. <br /> <br /> · As an informational document, the DEIR itself does not formulate recommendations on <br /> the proposal, e.g., approval, conditional approval, or denial. <br /> <br /> · Once finished, the DEIR would then be circulated for public comment. Public comments <br /> and comments received from the applicable Federal, State, and Local agencies would be <br /> addressed in the "Response To Comments" section of the Final Environmental Impact <br /> Report (FEIR). The FEIR would then be forwarded with the PUD development plan to <br /> the Planning Commission and City Council, which will determine whether to certify the <br /> FEIR as complete according to CEQA requirements. <br /> <br /> · Staffnotes that certification of the FEIR does not compel the City's approval of the pro- <br /> posed project. The City can still apply its discretionary ability to approve, conditionally <br /> approve, or deny the proposal.
